Job Description
Candidates are invited to apply for the above-mentioned post at the European Union Agency for the Operational Management of Large-Scale IT Systems in the Area of Freedom, Security and Justice (hereinafter referred to as “eu-LISA” or “Agency”). eu-LISA was established in 2011 and its revised Regulation3 entered into force on 11 December 2018.
You will perform the role of Senior Procurement Officer and report to the Head of the Finance and Procurement Unit. Subject to a formal appointment by the Appointing Authority, the successful candidate may be performing the function of Head of the Procurement Sector. This would entail corresponding coordination tasks of the Procurement Sector under supervision of the Head of Unit.

Qualifications and experience required
-You have a level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is four (4) years or more,
or
a level of education which corresponds to completed university studies attested by a diploma and appropriate professional experience of at least one (1) year when the normal period of university education is at least three (3) years;
-By the closing date for applications, you have acquired at least six (6) years of proven full-time professional experience relevant to the duties after the award of the qualification certifying the completion of the level studies required as a condition of eligibility as above;
-You are a national of one of the Member States of the Union, Norway, Iceland, Liechtenstein or Switzerland11 and you enjoy full rights as a citizen.
Professional competencies
▪ Proven cumulative professional experience at administrator level of at least three (3) years in active
procurement either in the EU system, or in a national administration applying the EU Procurement Directive;
▪ Ability and experience in the preparation of tender dossiers and in the drafting and preparation of contracts;
▪ Ability and experience in drafting and correctly interpreting legal documents, opinions and submissions;
▪ Ability and experience in assessing financial and legal risks within the area of procurement and in developing
appropriate solutions;
▪ Knowledge and understanding of Agency’s goals and objectives;
▪ Strong drafting and communication skills in English both orally and in writing, at least at the level C1.

▪ High level of capability to organise and plan the work;
▪ Ability to develops positive business relationships in a diverse stakeholder environment, facilitating multi –

teams and the entire workforce.
Advantageous attributes
▪ Professional familiarity with the European public administration working methods;
▪ Professional experience in leading and coordinating a procurement/financial team and associated
services/projects;
▪ Working knowledge of French, at least at the level B2.
Benefits
The remuneration of a staff member consists of a basic salary (currently EUR 6.863,97 EUR for step 1, and EUR 7.152,41 for step 220 ) weighed by the correction coefficient (for Strasbourg, France 116.8%) and paid in EUR.
