The EBA is an independent European Union Authority established on 1 January 2011 by Regulation (EU) No. 1093/2010 of the European Parliament and of the Council of 24 November 2010.
As a member of the Operations (OPER) Department and Human Resources (HR) Unit team, the Talent Acquisition Specialist will report to the Head of HR working in the Talent Selection area. More particularly, the Talent Acquisition Specialist will play a key role as part of a dynamic and purpose-driven team happily engaged in positioning HR as a strategic business partner.
Main responsibilities
• To act as a pro-active Talent Acquisition Specialist in advising and providing support to a wide range of internal and external stakeholders, also ensuring professional compliance with rules, procedures and contributing to the growth of a talented and engaged diverse workforce;
• To ensure that staffing/competencies profiles needs are being met with a strategy in mind to help the organisation accomplishing its mission and key objectives;
• To manage selection procedures in close collaboration with hiring managers while ensuring clear expectations for candidates/interviewers (e.g.: draft vacancy notice, set up/review competencies criteria, check candidates’ documents, prepare job offers and contract of employment, etc.);
• To develop, contribute and implement talent selection policies/guidelines/documents/processes with the objective to enhance employer branding initiatives and to ensure a positive experience for candidates;
• To organise and attend job fairs/recruitment events as well as to maximise the use of outreach communication channels to build a strong talent pipeline;
• To develop and conduct an onboarding programme for newcomers and staff benefiting from mobility scheme;
• To maintain records of all materials/documents and produce analytics used in the Talent selection area in compliance with the Data Protection Regulation and Document Management System principles;
• To develop and nurture fruitful working relationships with the view to keep up with the best practices/latest trends in the field of Talent selection;
• To perform any other tasks as assigned by line management
Requirements
General
• Be a national of a Member State of the European Union3 or Iceland, Liechtenstein, Norway;
• Be entitled to your full rights as a citizen;
• Have fulfilled any obligation imposed by applicable laws on military service;
• Have a thorough knowledge of English and a satisfactory knowledge of another official language of the European Union;
• Have the appropriate character references as to your suitability for the performance of your duties;
• Be physically fit to perform the duties linked to the post.
Qualifications
Candidates must have a level of education which corresponds to completed university studies of at least three years attested by a diploma.
Essential technical competencies criteria (to be mainly assessed in the application):
• Demonstrated at least three years of professional experience in Human Resources performing the tasks mentioned under “Main responsibilities”;
• Proven capacity for written production of professional Human Resources documents (e.g.: policies, guidelines, standing operating procedures, etc).
Advantageous technical competencies criteria (to be mainly assessed in the application):
Candidates who meet all the essential technical competencies criteria will be scored against the advantageous technical competencies criteria:
• Experience working in an international, multidisciplinary work environment;
• Knowledge of HR principles and procedures applicable to the EU public sector, in particular to talent acquisition and selection (e.g.: Staff Regulations and Conditions of Employment of Other Servants of the European Union and its implementing rules).
