Mission description
Under the direct supervision of the Head of Sector Budget, Finance and Procurement, under the overall guidance of the Head of Unit, the jobholder is responsible for the management and monitoring of CINEA procurement procedures. The jobholder provides relevant advice and guidance in any procurement related matter. The jobholder manages all the phases of the procurement cycle, from the planning of the calls for tenders until the signature of the corresponding contracts for calls for tenders related to the different programmes implemented by the Agency.

Tasks
Main tasks:
• Manage/monitor the entire procurement cycle through the use of the eProcurement corporate suite contributing to the respect of agreed timelines;
• Coordinate and provide advice on the drafting of tender specifications including selection/award criteria;
• Prepare and dispatch invitations to tender and contract notices;
• Handle contacts with potential candidates/tenderers;
• Manage opening sessions;
• Provide advice and guidance to the relevant units to solve possible procurement issues, while ensuring compliance with the legal requirements applicable to public procurement;
• Draft and regularly update templates, guidelines, fact sheets, checklists and any other documents related to the procurement cycle, on the basis of best practice, for the use of staff and the internal use of the Procurement Team;
• Provide targeted trainings as necessary;
• Develop and maintain the content of the procurement pages of the Agency’s internal and external websites;
• Establish and maintain contact with the relevant financial and legal services in the Agency and in the European Commission, keeping abreast of the latest applicable rules and guidelines.
