Purpose:

In the EIB Group’s federated Corporate Data Governance working model, the Information & Data Governance Office promotes best practices and sustained improvements in data management and governance throughout the organisation. Furthermore, it is responsible for operationalizing and maintaining the Data Management and Governance Policy (DMGP) and related frameworks, guidelines, processes and procedures.

As Data Governance Officer, you will support and provide guidance to the Data Governance stakeholders to ensure that data is created, managed and governed with required levels of data quality (‘fit for purpose’) to generate the reports used for effective risk management, reliable decision-making and performance reporting.

Operating network:

You will report to the Head of the Information & Data Governance Office who, in turn, reports to the Head of the Architecture, Application & Data Division.

You will work in close collaboration with the network of EIF Data Officers / Stewards, EUC and reporting champions as well as with colleagues throughout the EIB Group, notably with EIB Data Governance Office, but also counterparts from all Services and IT partners involved in the production cycle of corporate information.

Externally, you will be in contact with consultants and counterparts in peer organisations to stay abreast of best practices.

Responsibilities:

Under the responsibility of the Head of the Information & Data Governance Office, you will notably:

  • Contribute to the evolution of the EIB Group-wide corporate data and reporting governance action plan, strategy and policies, as well as standards, principles, projects, processes and solutions;
  • Coordinate working groups, meetings and workshops on data governance domains and contribute to Project Management activities related to data governance / data management related topics and report periodically on the status of projects;
  • Actively raise awareness among stakeholders and promote best practices;
  • Execute typical tasks to support and/or coordinate data governance and data management domains and activities, notably regarding:
  • Business Glossary:
    • Provide support for the definition and maintenance of business terms, Master and Reference data, Critical Data Elements, data fields and related metadata, in accordance with the Group’s guidelines;
    • Review and validate the creation and maintenance of information assets by Data Officers/Stewards, as well as the recording in IBM IGC;
  • Data quality:
    • Provide support for the definition, application and monitoring of quality criteria, metrics and controls, including data profiling and the recording in IBM IGC;
    • Provide support for the identification and analysis of data quality issues and root causes;
    • Propose sustainable improvements to clean and correct data;
    • Ensure the correct use of data quality processes, as well as their maintenance;
  • Information architecture:
    • Define the appropriate capture, usage and business criticality of data;
    • Contribute to the definition and improvement of how data are organised (e.g. structures & models, data lineage) and how data fit into the EIB Group’s wider data landscape;
  • Transversal activities:
    • Raise awareness of the value of corporate data as an asset and promote governance, definition, quality and organisation of data;
    • Support the preparation of business cases and their translation into functional specifications for users;
    • Assess data impacts of changes, ensure that related data-centric deliverables are reflected in business cases and project charters, and mitigate related risks;
    • Share knowledge with peers and provide guidance to colleagues in the execution of data centric activities or activities with data impacts;
    • Perform project management tasks for the benefit of the Information & Data Governance Office.

Qualifications:

  • University degree (preferably at post-graduate level) in business administration, finance, risk management or a related field with exposure to data governance and deep understanding of IT and information management;
  • At least three (3) years of post-graduation (after having obtained your initial university diploma) relevant professional experience at the same level of responsibility, covering data governance, business reporting and/or data quality management activities;
  • Ability to translate between business and technical/IT language for data management and governance matters, interacting effectively with both business and IT stakeholders;
  • Proficiency in standard MS office tools;
  • Excellent command of English both oral and in writing. Knowledge of other EU languages would be an asset;
  • Any – or combination – of the following would be a plus:
    • Good knowledge of Data Management Body of Knowledge (DAMA-DMBOK);
    • Good knowledge of Business Object and / or Tableau;
    • Knowledge of SmartIT, IBM IGC or other data representation tools.

  • Ability to organise own and team’s work, and set priorities;
  • Stress resistance and ability to work under tight deadlines;
  • Sense of initiative and problem-solving approach;
  • Strong verbal and written communication skills, and ability to negotiate and drive approval processes;
  • Strong analytical skills and accuracy;
  • Team spirit and ability to cooperate with other team members and work in a multicultural environment.
