The European Commission has approved a €120 million Spanish scheme to support investments in strategic sectors in the Asturias region to foster the transition to a zero net emission economy, in line with the Green Deal Industrial Plan. The scheme was approved under the Temporary Crisis and Transition Framework for state aid, adopted by the Commission on 9 March 2023 and amended on 20 November 2023 and 2 May 2024, to support measures in sectors that are key to accelerating the green transition and reducing fuel dependency.
Companies producing relevant equipment, namely batteries, solar panels, wind turbines, heat pumps, heat pumps, electrolysers, equipment for the use and storage of carbon, as well as key components designed and mainly used as direct inputs for the production of such equipment or the related key raw materials necessary for its production, will be eligible for the measure.
The Commission considers that the Spanish scheme is in line with the conditions set out in the Temporary Crisis and Transition Framework. In particular, the aid will (i) incentivise the production of equipment relevant for the transition to a zero net emission economy; (ii) respect the aid ceilings; and (iii) be granted no later than 31 December 2025.
The Commission has concluded that the Spanish scheme is necessary, appropriate and proportionate to accelerate the ecological transition and to facilitate the development of certain economic activities, which are important from the point of view of the implementation of the Green Deal Industrial Plan, in line with Article 107(3)(c) TFEU and the conditions set out in the Temporary Crisis and Transition Framework.
On this basis, the Commission has approved this aid under the relevant EU rules.
