The Commission has today found that X’s online social networking service should not be designated as a core platform service under the Digital Markets Regulation.
Today’s decision follows an in-depth market investigation initiated on 13 May 2024 following notification by X of its potential gatekeeper status. Along with the notification, X also submitted counter-arguments, explaining why its online social networking service should not, in its view, be considered a platform providing a significant gateway between businesses and consumers, even if X is considered to meet the quantitative thresholds set out in the Digital Markets Regulation.
After a thorough assessment of all arguments, including input from relevant stakeholders, and after consultation of the Digital Markets Advisory Committee, the Commission has concluded that X does indeed not qualify as a gatekeeper in relation to its online social networking service, given that the investigation has revealed that X is not an important gateway for professional users to reach end-users.
The Commission will continue to monitor market developments with regard to this service in case of substantial changes.
