Background
The State of the Union address, provided for by the Treaty of Lisbon, marks the start of the dialogue between the Commission, the European Parliament and the European Council with a view to drawing up the Commission’s annual work program. The 2010 framework agreement on relations between the European Parliament and the European Commission requires the President and First Vice-President of the European Commission to send a letter of intent to the Presidents of the European Parliament and the Council outlining the actions the European Commission intends to take through legislative and other measures. The speech by the President of the Commission is followed by a debate in the plenary session of the European Parliament. The first State of the Union address was delivered in 2010, after the entry into force of the Lisbon Treaty.
