The mission of the PMO (Paymaster Office or Office for the administration and payment of individual entitlements) is to provide a high-quality and user-friendly service to beneficiaries by promptly and accurately managing, determining and paying individual rights and expenses (e.g., salaries, pensions, sickness insurance reimbursements and mission expenses).
PMO6 – IT & Business Intelligence, based in Brussels, provides services, solutions, guidance and expertise in the areas of data and reporting, IT security, IT application coordination and infrastructure. Consequently, the unit supports the operational and strategic activities of the PMO with the aim to improve efficiency through information and knowledge sharing, interoperability, integration and standardisation.
Under the supervision of the Head of Sector, the business quality team ensures the collection of business requirements, drafting of specifications and the preparation of testing and release management activities, for all PMO IT solutions: NAP, JSIS online, MIPS, etc.
Tasks
- Implement assigned activities in accordance with established principles of project / process management.
- Ensure that project progresses as schedule regarding timeframe, resources and expenditure, predefined quality and specification, and take appropriate remedial action in case of deviations
- Report on project teams activities and maintain project scoreboards.
- Co-ordinate and liaise with project owners in operational units and the colleagues working in the same business area, especially in IT quality assurance.
- Provide IT quality assurance expertise and guidance, advise on quality improvements.
- Apply IT quality plans as defined by the organisation and manage the integration of information systems into the business environment.
- Analyse user requirements.
- Build prototypes and develop the application according to approved specifications.
- Run user acceptance tests.
- Monitor and control the progress, coverage, risks, issues, quality of testing activities.
- Analyse change requests and estimate the necessary efforts.
- Produce technical, management and user-oriented documentation.
- Apply appropriate development and quality control methodologies.
- Guide and supervise (sub-contracted) staff.
Requirement
A person structured, precise and oriented towards the client service. S/he will demonstrate both autonomy and a good team spirit. S/he will have experience in analysing and solving problems. His/her ability to work in FR and EN is essential.
S/he will necessarily have knowledge of financial entitlements, reimbursement of travel expenses and medical claims. Knowledge of the regulatory framework (Guide to missions, Staff Regulations, GIP, etc.) and the information systems used in PMO (Sysper, MIPS, JSIS, etc) would be an asset. A practice of standard office tools, and in particular Excel at an advanced level, is essential.
Knowledge of testing & quality assurance methodologies, and computer tools for testing management and reporting will be an asset. Professional experience in an IT unit or IT studies complements the profile.
In view of the respect of priorities and deadlines, the person will have to be proactive and will be prepared to work under pressure at certain times.
Finally, s/he will be able to work as a team and demonstrate responsiveness, availability, methodology and rigour. She will like the contact and have a taste for customer service.
If the candidate does not possess all the required qualities and knowledge, s/he must demonstrate his/her ability and willingness to learn and will be able to demonstrate experience in similar fields.
Please note that the PMO places great importance to customer service. The selected candidate is expected to be client-oriented and might be required, in the interest of the service, to work directly with customers, for instance, in front office team.
The main working languages of the unit are French and English, given our close interaction with Member States. A thorough knowledge of French / English is required. Satisfactory knowledge of French / English is considerate an asset.
