European Union Partner-to-Partner Programme on export control of dual-use goods in Southeast Asia – EU CBRN CoE Project 90

EU mobilises emergency reserves for chemical, biological, radiological and nuclear threats

From August 30 to September 2, 2022, the EU P2P Export Control Partnership Programme for Dual-use Goods in the Southeast Asia (SEA) region (EU P2P Project 90) in partnership with the Chemical, Biological, Radiological and Nuclear (CBRN) Risk Mitigation Centres of Excellence initiative (CoE) organized two national events in Manila, Philippines. The first event entitled “Commodity Identification Training to support Customs Officers to recognize dual-use items during physical checks” and the second event entitled “Risk management, risk assessment and profiling” were based on the World Customs Organisation’s Strategic Trade Control Enforcement (STCE) Training Curriculum, complemented by the EU P2P training curriculum.

CBRN SaaS project enters operational phase

During the first event, the 25 participants from the Bureau of Customs, Economic Zone Authority and Strategic Trade Management Office got an overall insight into the Strategic trade control Enforcement, with an emphasis on definitions and importance of strategic goods, international frameworks, national strategic trade systems, control list and commodity identification.

During the second event, the participants discussed international good practices in relation to the assessment, profiling and targeting of shipments in the context of dual-use goods trade controls. In addition, the Czech and Dutch risk management systems were presented by EU P2P experts, as testimonies of these practices. Experts have revived and increased discussion with the inclusion of past cases and exercises which allow open discussion.

EU preparedness and responses to chemical, biological, radiological and nuclear (CBRN) threats

As a result, the participants got the chance to discuss their national experiences and to exchange practices concerning the control process and deepen their knowledge in this field.
