EU leaders will gather in Granada, Spain, to launch discussions on priorities for the years ahead.

By taking stock of past work on how to enhance the EU’s strategic autonomy, the discussions will help prepare the EU’s next strategic agenda, a five-year policy plan to equip the EU with general political guidelines and directions.

The informal European Council meeting will take place following the third meeting of the European Political Community.

A strong and resilient EU

In recent years, the EU has faced several crises from which it has emerged stronger and more united. From the global COVID-19 pandemic and its socio-economic fallout to Russia’s war of aggression against Ukraine, the EU has taken decisive action that has bolstered its strategic capabilities while also protecting its citizens and economies.

As the world becomes more complex, the EU is faced with both economic and geopolitical challenges. To make Europe a strong, dynamic and competitive power, EU leaders are set to discuss, in Granada and at future meetings in the coming months, key priorities such as:

  • security, defence and cyber resilience
  • long-term competitiveness and the EU single market
  • crisis preparedness
  • the green and digital transitions
  • multilateralism and global partnerships
  • migration
  • enlargement and absorption capacity
