This call for the creation of a group of experts for the European Capital of Culture action is part of the European Commission’s support for Europe’s cultural and creative sectors.
The European Commission is publishing this call for proposals with the aim of establishing a group of potential “European experts” for the group of experts for the ‘European Capital of Culture’.
The European Parliament, the Council and the Commission will then select three of them for each of the experts in this group, and the Committee of the Regions an expert from this group. and appoint them as members of the Expert Group in accordance with their respective procedures. In selecting the experts, each of these Union institutions and bodies shall endeavour to ensure complementarity of competences, a balanced geographical distribution and a gender balance in the overall composition of the Committee.
The “European experts” shall be appointed for a period of three years. However, as regards the first establishment of the Group, the European Parliament shall appoint its experts for a period of three years, the Council for a period of one year, the Commission for two years and the Committee of the Regions for a period of one year. These provisions are laid down in the Decision. Their aim is to stagger the replacement of members in order to avoid the loss of expertise and memory, which would occur if all members were replaced simultaneously.
