On 17 March the Council decided to add Al Azaim Media Foundation to the EU autonomous list of persons, groups, undertakings and entities associated with ISIL (Da’esh) and Al-Qaida and therefore subject to EU restrictive measures.
Al Azaim Media Foundation is the media arm of the Islamic State-Khorasan.
With the 17 March decision, the autonomous list of individuals and entities associated with ISIL (Da’esh) and Al-Qaida includes a total of 15 individuals and 7 groups. The sanctioned individuals and groups are subject to an asset freeze, which includes a prohibition on persons and operators in the EU making funds or economic resources available to those individuals and groups. Sanctioned persons are also subject to a travel ban.
Today’s decision reconfirms the EU’s determination to combat the continuing terrorist threat posed by Al-Qaida, ISIL (Da’esh) and their regional affiliates. The EU remains determined to take strong action against those who continue to threaten international peace and security through their involvement in the planning, financing and perpetration of terrorist attacks and in the worldwide dissemination of their deadly terrorist propaganda..
Background
Since September 2016, the Council can autonomously impose sanctions against ISIL (Da’esh) and Al-Qaida and against individuals, groups, undertakings and entities associated with these organisations.
The EU’s autonomous restrictive measures complement the sanctions imposed by the UN Security Council against ISIL (Da’esh) and Al-Qaeda.
On 8 October 2024, the Council extended for one year – until 31 October 2025 – the existing restrictive measures against ISIL (Da’esh) and Al-Qaida and against natural and legal persons, groups, undertakings and entities associated with them.
