Opening of 3-6 October plenary session in Strasbourg

Welcoming Franco-Iranian professor Azadeh Kian as Parliament’s guest in Strasbourg, President Metsola said that the situation in Iran remains of great concern, and noted that the brutal death of 22-year-old Mahsa Amini has marked a turning point, with women leading the push for change. The European Parliament stands proudly with everyone demanding change in Iran, stated the President: “My message to every woman fighting for their rights in Iran: you are not alone.”

With the EU ambassador to Nicaragua forced to leave the country last Saturday, the President condemned the Nicaraguan regime’s latest unilateral measures, only two weeks after the Parliament called for a peaceful and democratic solution to the political, social and human rights crisis. The Parliament remains committed to restoring the rules-based order in the interests of the Nicaraguan people, said the President.

Nine years to the day since the shipwreck off the coast of Lampedusa resulted in 360 deaths, the President urged for a humane and European way forward on migration. Recalling that Parliament promised change at the time of the tragedy and reiterated this promise many times following subsequent tragedies, she said: “We can and must do better.”

Changes to the agenda

Tuesday

The President has received a request for urgent procedure, pursuant to Rule 163, on the following legislative file:

  • Slot utilisation rules at European Union airports: temporary relief.

The vote on this request will be taken tomorrow. If adopted, the vote will be held on Thursday.

A Statement by High Representative Borrell on “The situation in Burkina Faso following the coup d’état” is added as the fifth point in the afternoon. The debate will be wound up with a resolution, to be voted on in October II.

Wednesday

The Commission statement on “Institutional racism in the EU on the breach of fundamental rights of EU citizens”, scheduled as the last point on Wednesday afternoon, is replaced by the Oral Question on ”The Dutch childcare benefit scandal, institutional racism and algorithms”.

Information concerning the distribution of votes is available under the section “Priority information”.

Requests by committees to start negotiations with Council and Commission

Decisions by committees to enter into inter-institutional negotiations (Rule 72) are published on the plenary website.

If no request for a vote in Parliament on the decision to enter into negotiations is made by Tuesday 12.00 midnight, the committees may start negotiations.
