The European Commission officially launched the EU-Ukraine Alliance for Drone Development during the third EU-Ukraine Defence Industry Forum, held in Kyiv. This Alliance will enable the EU and Ukraine to collaborate more closely on the development and use of drones and systems to intercept hostile drones. It forms part of the EU’s wider efforts to strengthen European defence in this constantly evolving field.
The Alliance brings together companies, start-ups, researchers, armed forces and other users from EU countries and Ukraine. Its main objective is to help improve the security of both the EU and Ukraine by supporting a robust drone industry, promoting the development of new drone and anti-drone technologies, and strengthening Europe’s overall capabilities in this field.
The Alliance is beginning to implement theDrone Agreement, announced by President Ursula von der Leyen in Kyiv on Wednesday 15 July. Its aim is to establish joint ventures between Ukrainian and European companies, and to accelerate the development and production of state-of-the-art drones and anti-drone systems. In this way, it will help ensure that Ukraine has the capabilities it needs today, whilst strengthening Europe’s defence preparedness for the future.
The Commission is preparing for the first meeting of the 18 founding members, which will take place in Brussels in September.
The founding members, selected following an open call for expressions of interest, include ORQA doo, Indra Group, Fincantieri, WB Electronics/WB Group, Destinus, Delair, RSI Europe, TERMA A/S and Quantum Systems, all from EU Member States. The selected Ukrainian members are LLC Skyfall Industries, LLC Greentech Harvest, LLC Tencore, LLC Deviro, LLC Vyriy Industry, the scientific production company ‘ATHLON AVIA’ LLC, LLC TEHAVTOFART PIVDEN (TAF Industries), UFORCE and F-Drones.
Background
The EU-Ukraine Alliance for Defence Droneswas first announced by President von der Leyen in her 2025 State of the European Union address,with the aim of fostering an innovative industrial ecosystem for defence drones. It is a key outcome of the Joint Communication‘Preserving Peace: Roadmap for Defence Readiness 2030”, published in October 2025, and the Communication on theAction Plan on Drone Security and Counter-Drone Measures, dated February 2026.
The announcement follows the selection of the 18 founding members, which include companies from both the EU and Ukraine, followinga call for expressions of interest. The deadline for submitting applications was 25 May 2026.
