The European Commission welcomes the Council’s general approach to its negotiating mandate regarding the Regulation on military mobility.
Military mobility is a key element of Europe’s defence and security. To ensure a credible deterrent, the European Union must be able to mobilise troops rapidly and effectively when necessary.
The proposal is based on three priorities: swift and straightforward cross-border movement authorisations; resilient and secure transport infrastructure, adapted to dual-use requirements; and secure access to transport resources that support the Union’s defence preparedness.
The Commission welcomes the support expressed for the main objectives of its proposal and looks forward to hearing the European Parliament’s position in the coming weeks. The aim is to begin trilogue negotiations in the coming weeks, with a view to reaching an agreement as soon as possible.
Maintaining a high level of ambition remains essential. Decision-making on military movements must remain swift and straightforward, infrastructure must be protected and resilient to emerging threats, and the EU must have a robust framework enabling military mobility across the Union.
