The European Commission has taken a further step towards implementing the €90,000 million support loan for Ukraine, which will provide Ukraine with essential budgetary support and defence equipment in 2026 and 2027. The approved package includes a proposal for the Council to approve the remaining €45 billion of the loan for 2027.
President Ursula von der Leyen stated:
“With today’s proposal, we are giving Ukraine the much-needed predictability and helping to maintain essential public services. Strengthening support for Ukraine is a priority in Montreal. Together with our allies, we must do everything in our power to put pressure on Russia to stop its barbaric war of aggression.”
Following the Commission’s positive assessment of the Ukraine Financing Strategy, submitted by Ukraine on 26 October 2026, the Council’s adopted proposal for an implementing decision provides for the disbursement of the remaining €45 billion to Ukraine by 31 December 2027.
The support will be allocated to:
- budget support, amounting to €13.3 billion and divided equally between the Ukraine Facility and Macro-Financial Assistance, and
- Ukraine’s defence industrial capacity, amounting to €31.7 billion.
The budgetary support will be subject to robust conditions relating to the rule of law, the fight against corruption, economic resilience and sustainability.
Next steps
The Commission’s proposal for a Council Implementing Decision approving assistance to Ukraine for 2027 will now be submitted to the Council for adoption. On the basis of this proposal, Member States will decide on the allocation of the assistance under the 2027 Ukraine Support Facility, including the Ukraine Facility, Macro-Financial Assistance and defence industrial capacity. As noted above, and in line with other EU financial assistance to Ukraine, the instrument will be accompanied by robust safeguards and conditionalities, in particular regarding the rule of law, the fight against corruption and the protection of the Union’s financial interests.
Following the Council’s approval of the available financial assistance, the Commission will take the necessary measures to ensure that disbursements to Ukraine can be made in early 2027.
Background
Since the start of Russia’s war of aggression against Ukraine, the EU and its Member States have provided a total of €231,600 million in support to Ukraine, including €3,800 million from the proceeds of frozen Russian assets – a figure higher than that provided by any other partner.
In February 2026, the European Parliament and the Council adopted Regulation (EU) 2026/467, establishing the Ukraine Support Loan. This loan, worth 90,000 million euros, covers Ukraine’s needs for 2026 and 2027. Of the 90,000 million euros, 60,000 million is earmarked for strengthening Ukraine’s defence capabilities and defence industrial capacity, and 30,000 million is earmarked for budgetary support to help maintain the functioning of the state, preserve essential public services and strengthen economic resilience. Following Ukraine’s submission of its Financing Strategy for 2026 in March 2026, the Council adopted an implementing decision on 23 April 2026, allocating up to 45,000 million euros for that year. This includes 16,700 million euros in budgetary support, divided equally between the Mechanism for Ukraine and Macro-Financial Assistance, each amounting to up to €8,350 million, and €28,300 million for defence industrial capacity. Of this amount, €19.8 billion has already been disbursed: €3.2 billion as macro-financial assistance, €15.8 billion for defence procurement and €800 million channelled through the Ukraine Facility, following the successful completion of the reforms.
