The European Commission has disbursed 2,860 million euros to Ukraine under the defence component of the 90,000 million euro loan package to support Ukraine. The funding will be used for drones, air defence systems, missiles, radars, electronic warfare systems and ammunition.
Ursula von der Leyen, President of the European Commission, said:
“As Russia becomes bogged down on the front line, it continues to intensify its air strikes, cruelly targeting Ukrainian civilians and infrastructure. Europe’s steadfast support is more important than ever to help Ukraine protect its skies and save lives. With this latest disbursement of €2,860 million, we are continuing to address Ukraine’s most urgent operational needs, including the drones and missiles vital to its defence.”
The loan to support Ukraine includes funding with an indicative breakdown of 60,000 million euros for defence and 30,000 million euros for budgetary assistance over the period 2026–2027. In 2026 alone, a disbursement of €28.3 billion is planned to support Ukraine’s defence industrial capacity. Further disbursements under the 2026 defence component of the instrument will continue in the coming weeks.
As Ukraine prepares for its fourth winter since Russia’s full-scale invasion, the urgent delivery of defence equipment ensures that the Ukrainian armed forces can protect their civilians and cities from Russian attacks.
All funding decisions respond to Ukraine’s evolving needs and are subject to agreed conditions and monitoring. Since 2022, the EU and its Member States have provided €231,500 million in overall support to Ukraine, including €3,800 million from proceeds of frozen Russian assets.
For the remainder of 2026, Ukraine still has € 29 ,640 million available in financial assistance. This includes €25,240 million for disbursement under the loan to support Ukraine, comprising €12,540 million to support Ukraine’s defence industrial capacity and €12,700 million in budgetary support. In addition, €4,400 million in budgetary support remains available under the Initial Mechanism for Ukraine for this year. Consequently, more than 17,000 million euros in budgetary support is available for the remaining months of 2026, provided that the relevant conditions set out in the Plan for Ukraine and the Memorandum of Understanding are met.
Background:
In February 2026, the European Parliament and the Council adopted Regulation (EU) 2026/467 establishing the support loan for Ukraine. The Regulation provides for support to Ukraine of up to 90,000 million euros. The support is structured around two complementary components: assistance to strengthen Ukraine’s defence capabilities and defence industrial capabilities; and support to ensure the continued functioning of the state, maintain essential public services and strengthen economic resilience.
Following Ukraine’s presentation of its financing strategy in March 2026, the Council adopted, on 23 April 2026, an Implementing Decision determining the assistance to be made available to Ukraine in 2026.
The defence component focuses on rebuilding and modernising Ukraine’s defence technological and industrial base, whilst supporting its gradual integration into the European defence technological and industrial base.
