In response to an invitation from the Government and the Superior Tribunal of Electoral Justice, the European Union has sent an Electoral Observation Mission for the general elections of April 30, 2023. This is the third time that the European Union has observed elections in Paraguay reflecting its commitment to the country’s democratic process. Other missions were sent in 2013 and 2018.
The mission’s mandate is to make a detailed analysis of all aspects of the electoral process in accordance with international and regional treaties signed by Paraguay for democratic elections, as well as with the country’s laws. “The European Union’s observation mission is based on long-term observation and principles of impartiality that clearly mark the guidelines of our work,” commented the head of the EU EOM, MEP Gabriel Mato this afternoon at a press conference in Asuncion.
Our analysis includes issues such as the legal framework and its application to elections, the performance of the electoral administration, the integrity of the electoral roll, the registration of candidates, the electoral campaign, equal access of candidates to the media, the use of social networks, the participation of civil society, the informed vote or the mechanisms of electoral litigation. The mission also analyzes the voting, the scrutiny, and the final validation of the electoral results.

The EU EOM arrived in the country on March 13 and will remain in Paraguay until May 22 with about 120 observers for the April 30 elections from EU countries, Norway and Canada.
The mission will make public its first conclusions at a press conference in Asunción two days after the elections.
A final report with all technical details will be presented to the Paraguayan government, electoral bodies, political parties and civil society two months later. The report will include recommendations for improving future electoral processes.
