Business: structural challenges ahead in a context of heightened geopolitical tensions

On the basis of a note from the Commission, ministers discussed the challenges facing the euro area business sector in a context of heightened geopolitical tensions.

Information on international meetings

Eurogroup President Paschal Donohoe, the institutions, and the Chair of the International Monetary and Financial Committee (IMFC), First Vice-President and Minister for Economic Affairs and Digital Transformation of Spain, Nadia Calviño, reported on recent international meetings, in particular those of the G7 finance ministers and central bank governors.

In “banking union” composition:

Information on banking union

Ministers of the countries that are part of the banking union heard a six-monthly report from the chairpersons of the Single Supervisory Mechanism and the Single Resolution Board, respectively, Andrea Enria and Dominique Laboureix. The presidents’ attendance at the previous Eurogroup meeting in April provided further information on the situation of the banking sector in the light of recent financial developments. As usual, participants also heard reports on supervisory and resolution activities that fall within the competence of the institutions.

In extended composition:

Central bank digital currencies

The Eurogroup, in an enlarged composition, exchanged views on the international aspects of central bank digital currencies (CBDCs) and on the progress of the digital euro project. The discussion was based on a discussion note, presentations by the institutions and an update by the Swedish Finance Minister Elisabeth Svantesson on the state of play of the e-krona project.

The debate is part of a regular exchange in the Eurogroup on the digital euro project and a stocktaking of the progress of central bank digital currency projects at the international level.

Capital Markets Union

The President of the Eurogroup set out his views on how to take forward the capital markets union following the Euro Summit in March 2023, and in line with discussions held at the Eurogroup meeting in enlarged composition on 28 April 2023.

Ministers discussed the way forward and set out their views on an indicative roadmap for future work in the Eurogroup on this issue.
