The Council took note of the seventh progress report on the implementation of the 74 common proposals endorsed by the EU and NATO Councils on 6 December 2016 and 5 December 2017, based on the two joint declarations on EU-NATO cooperation of 2016 and 2018 and the agreed principles guiding the EU-NATO strategic partnership.

The report elaborates on the progress achieved between June 2021 and May 2022 by demonstrating tangible deliverables in all areas of cooperation.

Since the first day of Russia’s invasion of Ukraine, the EU and NATO, EU Member States and NATO Allies have intensified their work and cooperation, demonstrating full unity and common resolve in condemning Russia’s war of aggression and supporting Ukraine defend itself and protect its population. The EU-NATO strategic partnership is more robust and relevant than ever at this critical moment for Euro-Atlantic security.

In this context, the report underlines in particular that political dialogue and common messaging between the EU and NATO has been further enhanced, the well-established political consultations have continued apace in different settings, including through regular meetings between the EU’s Political and Security Committee (PSC) and the North Atlantic Council (NAC) and frequent cross-briefings in respective committees and working groups, and that agreed cooperation work strands have continued to deliver concrete results.

The latter include among others: the newly-established structured staff dialogue on resilience; cooperation on strategic communications and countering foreign information manipulation and interference; continued efforts to ensure the coherence of output between the respective EU and NATO defence planning processes where requirements overlap; continued exchanges through the structured staff dialogue on military mobility; and dedicated staff interactions on Ukraine.
