The Council has adopted a crisis management concept (CGC) for a new Common Security and Defence Policy (CSDP) civil advisory mission in the Central African Republic (EUAM RCA).
The mission will support the reform of internal security forces so that Central African authorities can mitigate the current security challenges in the country. EU experts will support the Ministry of Interior and internal security forces – the police and the gendarmerie – to assist in its deployment throughout the country.
The mission will advise the Central African authorities at the strategic level in support of the sustainable transformation of the internal security forces of the Central African Republic into a coherent and responsible security guarantor operating under national control. The mission will act in close coordination with the EU Military Training Mission (EUTM RCA), the MINUSCA mission of the United Nations and the international community.
The approval of a crisis management concept is the first step in undertaking a new PCSD mission, after which preparations for deployment will begin. The Central African Republic will be the third country, after Mali and Somalia, to receive support from a military and other civilian CSDP mission at the same time.
