Declaration by the High Representative on behalf of the EU on the alignment of certain countries concerning restrictive measures in response to the recognition of the non-government controlled areas of the Donetsk and Luhansk oblasts of Ukraine and the ordering of Russian armed forces into those areas
On 13 April 2022, the Council adopted Council Decision (CFSP) 2022/6281.
The Council decided to introduce certain exceptions to the restrictions on trade in goods and technology for use in certain sectors, the provision of certain services and assistance related to those goods and technology, and the provision of services related to infrastructure in certain sectors, under Decision (CFSP) 2022/266, where necessary for exclusively humanitarian purposes in the non- government-controlled areas of the Donetsk and Luhansk oblasts of Ukraine.

The Candidate Countries North Macedonia, Montenegro and Albania2, the country of the Stabilisation and Association Process and potential candidate Bosnia and Herzegovina, and the EFTA countries Iceland, Liechtenstein and Norway, members of the European Economic Area, as well as Ukraine and Georgia align themselves with this Council Decision.
They will ensure that their national policies conform to this Council Decision.
The European Union takes note of this commitment and welcomes it.
