The European Commission’sExpert Group on Urban Mobility (EGUM)continues to provide valuable insights into sustainable urban mobility. At the conclusion of its 2025 Work Programme, EGUM has provided insightful reports and commentary on a wide range of topics.
For example, EGUM contributed significantly tothe first progress reporton the EU Bicycle Declaration, published last October. Recently, EGUM focused on urban nodes in the Trans-European Transport Network (TEN-T), where passenger and freight transport infrastructure connects with local and regional networks. The group analysed cooperation between cities and stakeholders, highlighting various models and common challenges. The report includes practical examples, including the metropolitan transport authorities model.
EGUM also worked on strengthening cooperation and the exchange of good practices to facilitate mobility and access to the city, for the benefit of businesses. Three specific reports analysed in particular:
- Mobility service providers for sustainable passenger transport: analysis of the regulatory and operational frameworks that affect their efficiency and sustainability. The report identifies good practices that demonstrate that these challenges can be effectively addressed through coordinated and forward-looking policies.
- Road freight transport: examines freight transport operators’ access to European cities in the context of evolving urban mobility policies. The report analyses access regulations and their interaction with low- and zero-emission fleets. It includes approaches and examples of good practices that help reconcile efficient freight transport access with broader social and environmental objectives.
- Bus access to cities, especially coach tourism: documenting challenges and identifying practices that support both sustainable urban mobility and the economic vitality of coach travel.

What’s next?
EGUM plans to focus on urban nodes, access to cities and active mobility in 2026. New topics include:
- Identifying multimodal passenger hubs and encouraging travellers to switch to rail within urban nodes.
- Exploring how to provide innovation ecosystems and start-ups with better access to cities; identifying use cases on access to vehicle information for authorities; providing guidance on the nexus between tourism and urban mobility in support of the upcoming EU Sustainable Tourism Strategy, maximising connectivity synergies;
- Examine the state of walking policies in Europe, monitor the implementation of the EU Declaration on Cycling, in close cooperation with national cycling contact points, and gather information on topics such as corporate mobility management and bicycle logistics.
