Resumen:Este estudio para la Comisión de Control Presupuestario examina la aplicación de la Auditoría Única y las causas profundas de las deficiencias en el trabajo de las Autoridades y Órganos de Gestión y Auditoría de los Estados miembros. Las causas profundas incluyen: deficiencias en los sistemas de gestión y control, limitaciones de capacidad, ineficiencias en los controles de primer y segundo nivel. Para subsanar estas y otras deficiencias detectadas, el estudio formula una serie de recomendaciones para que la Comisión y las autoridades nacionales las apliquen.

Summary:This study for the Committee on Budgetary Control examines the implementation of the Single Audit and the root causes of the weaknesses in the work of the Member States’ Management and Audit Authorities and Bodies. The root causes include: weaknesses in management and control systems, capacity constraints, inefficiencies in first and second level controls. To address these and other weaknesses that are identified, the study makes a number of recommendations for the Commission and national authorities to implement.
