The Commission has opened a series of calls for public information on four draft pieces of secondary legislation to implement the Zero Net Emissions Industry Act, which aims to boost the competitiveness of the clean technology sector across Europe.
The three delegated acts and one implementing act will help companies and public authorities to identify the types of projects that are eligible for faster permitting processes and for “net zero strategic project” status. They will help ensure that the implementation of the Net Zero Emissions Industry Act is consistent and transparent across Member States, in particular through a common set of assessment criteria, as well as a list of key clean technology components that the Regulation automatically endorses.
These legal acts also establish a list of key components whose supply should be diversified in the framework of public procurement, green energy auctions and other support schemes, in cases where the EU is highly dependent on a single source of supply. In the case of renewable energy auctions, these acts define more concretely non-price criteria such as sustainability, resilience, cybersecurity and delivery times. This will be key not only to support the EU’s efforts to diversify its supply sources of decarbonising technologies, but also to encourage domestic production in the clean energy sector and continue to attract clean investment to Europe.

This input will contribute to the Commission’s preparation of the acts, which will have to be voted by the Member States for the implementing acts and scrutinised by the European Parliament and the Council for the delegated act before being fully adopted.
