The third and final session ofthe European Citizens’ Panel on preparedness has begun in Brussels and will run until Sunday. After nearly three months of deliberation, the 150 citizens selected at random from the 27 Member States, representing the diversity of the EU, will finalise their recommendations on howtoimplement theEuropeanUnion’s preparedness strategy. On Sunday, the citizens will officially present them to the Director-General for European Civil Protection and Humanitarian Aid Operations, Maciej Popowski.
The EU’s Preparedness Strategy, adopted in March 2025, aims to strengthen the EU’s capacity to prevent and respond to emerging threats. It identifies active citizen participation as an essential element of effective crisis preparedness. To ensure this participation, citizens need to be made aware of the importance of being prepared. To this end, the strategy includes, among its 30 key actions, programmes to raise public awareness of this issue, such as the citizens’ panel on preparedness. Through this active public participation, citizens’ recommendations will help shape a Union of Preparedness in which all European citizens are empowered and better prepared for crises, ensuring that no one is left behind.
