The European Commission has launched a public consultation on the revision of the EU Tobacco Products Directive and the Directive on the advertising and sponsorship of tobacco products. The launch of this public consultation complements the call for data that was also published last week.
The two Directives set out EU rules on the manufacture, presentation and sale of tobacco products and related products, as well as on their advertising and sponsorship. Both this public consultation and the call for data are based on the evaluation of the EU tobacco control framework recently published by the Commission, which highlighted the importance of EU legislation for the protection of public health, as well as for the proper functioning of the internal market for tobacco and related products. The findings of the evaluation show that EU tobacco control rules have contributed to a significant decline in smoking and tobacco-related deaths across the EU. At the same time, the evaluation highlights the growing challenges associated with the rapid emergence of new tobacco products and nicotine-containing products, particularly among young people.
The revision of the Directives will also support the EU’s goal of achieving a smoke-free generation by 2040.
The public consultation will remain open until 14 August 2026. It provides a further opportunity for participants to express their views and share their opinions on the issues to be addressed, the proposed areas for action and the likely impact. It will serve as a basis for the forthcoming review of the legislative framework on tobacco control, scheduled for before the end of 2026.
