The Council on 30 of july adopted a decision amending the Ukraine Support Mechanism and its associated Ukraine Plan. The Ukraine Plan sets out a roadmap of ambitious reforms that Ukraine must carry out before disbursements are made under the Mechanism. The amendments provide for additional funding of €8.3 billion for 2026, to be provided through the Ukraine Support Loan, agreed by the European Parliament and the Council in February this year.
In line with the Commission’s proposal, the amended Ukraine Plan introduces additional reform measures, including in the areas of the rule of law and the fight against corruption.
Background
The Mechanism for Ukraine, which came into force on 1 March 2024, provides more than 50,000 million euros of stable funding, in the form of grants and loans, to support the recovery, reconstruction and modernisation of Ukraine during the period from 2024 to 2027.
Since it came into force, the Ukraine Facility has already disbursed €6,000 million in bridge financing, €1,890 million in pre-financing and seven tranches totalling approximately €21,600 million.
