On 20 November, the Commission adopted guidelines to promote the right of people with disabilities to live independently and integrate into their communities.
The guidelines provide practical recommendations to Member States on the use of EU funds to accelerate the transition from institutional care to community services and independent living for people with disabilities. The aim is to make independent living a reality for people with disabilities by empowering them to choose how, where and with whom they live, and by giving them access to a range of community-based support services, as well as equal access to services.
This guidance represents a flagship initiative of the Disability Rights Strategy 2021-2030, contributing to the implementation of obligations under the UN Convention on the Rights of Persons with Disabilities (CRPD), to which the EU and all Member States are party. The guidelines also aim to support the implementation of the European Pillar of Social Rights.
