Cuando en 1859 la tormenta solar más potente de la que se tiene constancia, también conocida como evento Carrington, provocó cortes generalizados del telégrafo e incluso incendios en Norteamérica y Europa, la electrificación estaba aún en pañales. Desde aquel acontecimiento extraordinario, varias tormentas geomagnéticas, aunque menos intensas, han dejado su huella en todo el planeta. La gran dependencia de la sociedad moderna de la tecnología, que sigue expandiéndose exponencialmente, nos hace muy vulnerables a las consecuencias de una gran tormenta solar. Un acontecimiento de este tipo podría trastornar la vida de millones de personas y causar daños muy importantes. Esto podría incluir daños directos y generalizados en infraestructuras vitales, como redes eléctricas, redes de comunicación digital y sistemas de satélites.

Este número del informe anual EFFIS sobre incendios forestales correspondiente al año 2022 es el 23º de la serie. Este informe se consolida como una documentación muy apreciada sobre los incendios forestales del año anterior en Europa, Oriente Medio y el Norte de África. Recent years have seen profound challenges to democracy, including grave populist and autocratic shifts. In the Opinion, the EGE examines how certain configurations of digital technologies can contribute to a weakening of democratic institutions, even if they may not be its sole cause. Among these are the spread of harmful information, an unduly narrow understanding of privacy, algorithmic surveillance, manipulation and discrimination, foreign interference, and the expansion of Big Tech into public sectors. The EGE warns that democracy can quickly become an empty shell if it is not underpinned by fundamental rights and the values it seeks to protect and promote.

The Factsheets of Basic figures on candidate countries and potential candidates present a series of basic statistical data for ten candidate countries and potential candidates and compares them with EU data. The candidate countries at the time of writing are: Bosnia and Herzegovina, Montenegro, the Republic of Moldova, North Macedonia, Albania, Serbia, Türkiye and Ukraine. Kosovo and Georgia are potential candidates. With data up to and including the year 2021, this publication presents indicators from various domains such as demography, education, labour market, inflation, trade, GDP, energy, etc.

The debate about Cohesion Policy post 2027 has already started. Meanwhile, many of the adjustments of the delivery mechanism introduced in recent years still have to show whether they help to increase the effectiveness and efficiency of Cohesion Policy. To facilitate the discussion about which changes to delivery mechanisms are worth carrying over to post 2027, this report offers a first review of changes in the 2021-2027 regulations, flexibilities introduced in Cohesion Policy regulations to face the pandemic and refugee crises, and possible lessons from the Recovery and Resilience Facility (RRF). The review is based on desktop studies, a short survey of Cohesion Policy Programme authorities and interviews with authorities involved in Cohesion Policy and/or the RRF. The results highlight some first indications.
