Título: The implementation and rationale of the ECB's new inflation target
Resumen:En julio de 2021, se revisó el objetivo del BCE, especificando que el umbral de la tasa de inflación del 2 % debería aplicarse de forma simétrica y con una orientación a medio plazo. Sostenemos que un objetivo de inflación simétrico puede contribuir significativamente a anclar las expectativas de inflación y a limitar los riesgos debidos a las restricciones del límite inferior efectivo y/o cero. La revisión de la estrategia de política monetaria desempeñará un papel clave en la combinación de políticas fiscales y monetarias para la recuperación post-pandémica. Este documento ha sido facilitado por el Departamento de Política Económica, Científica y de Calidad de Vida a petición de la Comisión de Asuntos Económicos y Monetarios (ECON) con vistas al Diálogo Monetario con el Presidente del BCE del 15 de noviembre de 2021.
Summary:In July 2021, the ECB's target was revised, specifying that the 2 % inflation rate threshold should be applied symmetrically and with a medium-term orientation. We argue that a symmetric inflation target can significantly contribute to anchoring inflation expectations and to limiting the risks due to the zero- and/or effective-lower bound constraints. The monetary policy strategy revision will play a key role in the policy mix between fiscal and monetary policies for the post-pandemic recovery.
