Título: The added value of the Recovery and Resilience Facility An assessment of the Austrian, Belgian and German plans
Resumen:Este documento realiza un análisis en profundidad de los Planes Nacionales de Recuperación y Resiliencia (PNR) de Austria, Bélgica y Alemania. Utilizando una base de datos detallada que cubre todas las inversiones y reformas incluidas en los PNR y aprovechando la información obtenida de entrevistas semiestructuradas a expertos, estudiamos su alineación con los objetivos de la UE, la adicionalidad del gasto y los efectos transfronterizos. Comprobamos que los tres PNR están bien alineados con los objetivos definidos en el Reglamento del DRR, pero difieren mucho en cuanto a la adicionalidad. Los proyectos transfronterizos sólo tienen una importancia limitada. Por último, destacamos algunas oportunidades perdidas para otros proyectos transfronterizos. Summary:This paper conducts an in-depth analysis of the National Recovery and Resilience Plans (NRRPs) of Austria, Belgium, and Germany. Exploiting a detailed database that covers all the investments and reforms included in the NRRPs and building on insights from semi structured expert interviews, we study their alignment with EU objectives, the additionality of the spending, and the cross-border effects. We find that all three NRRPs are well aligned with the objectives defined in the RRF Regulation but differ greatly in terms of additionality. Cross-border projects are only of limited importance. We finally highlight some missed opportunities for other cross-border projects. This document was provided by the Economic Governance Support Unit at the request of the ECON Committee.
