Título: New psychoactive substances: 25 years of early warning and response in Europe
Resumen:Las nuevas sustancias psicoactivas (NPS) son una amplia gama de drogas que no están controladas por las Convenciones de Control de Drogas de las Naciones Unidas. Incluyen estimulantes, cannabinoides sintéticos, opioides, benzodiacepinas (y otros sedantes-hipnóticos), alucinógenos y disociativos. Muchas de estas sustancias pretenden imitar los efectos de las drogas controladas internacionalmente y se venden como sustitutos «legales» de las mismas. El objetivo de este informe es ofrecer una visión general de la situación actual de las NSP en Europa y destacar las amenazas emergentes para apoyar la alerta temprana, la planificación de la preparación y las medidas de respuesta. Además, el 16 de junio de 2022 se cumplen 25 años desde que se adoptó la legislación en la UE que permite reaccionar rápidamente ante las amenazas causadas por las NSP (Consejo de la Unión Europea, 1997). Desde entonces, el mercado ha pasado por periodos de crecimiento y cambios significativos. El aniversario ofrece la oportunidad de reflexionar sobre estos cambios y las lecciones aprendidas. Ello contribuirá a orientar los trabajos y las políticas para que la UE siga estando preparada y a la vanguardia de la respuesta a las NSP, contribuyendo a la protección de la salud pública.
Summary:New psychoactive substances (NPS) are a broad range of drugs that are not controlled by the United Nations Drug Control Conventions. They include stimulants, synthetic cannabinoids, opioids, benzodiazepines (and other sedative-hypnotics), hallucinogens and dissociatives. Many of these substances are intended to mimic the effects of internationally controlled drugs and are sold as ‘legal’ replacements for them. The purpose of this report is to overview the NPS situation in Europe today and to highlight emerging threats to support early warning, preparedness planning and response measures. In addition, 16 June 2022 marks 25 years since legislation was adopted in the EU allowing it to rapidly react to threats caused by NPS (Council of the European Union, 1997). Since then, the market has undergone periods of significant growth and change. The anniversary provides an opportunity to reflect on these changes and the lessons learned. This will help inform the direction of work and policy so that the EU remains prepared and at the forefront of the response to NPS, helping protect public health.
