Título: Monitoring systemic risks in the EU securitisation market
Resumen:El presente informe se ha elaborado a la luz de la responsabilidad de la Junta Europea de Riesgo Sistémico (JERS) en materia de supervisión macroprudencial del mercado de titulización de la UE y es el primer informe de este tipo de la JERS. El artículo 31 del Reglamento (UE) 2017/2402 (también conocido como Reglamento de Titulización de la UE o SECR) establece que, con el fin de poner de relieve los riesgos para la estabilidad financiera, la JERS debe publicar, en colaboración con la Autoridad Bancaria Europea (ABE), un informe sobre las implicaciones para la estabilidad financiera del mercado de titulización de la UE al menos cada tres años. La primera edición de este informe se centra en las titulizaciones tradicionales (es decir, fuera de balance). Para finales de 2022, la JERS, en colaboración con todas las Autoridades Europeas de Supervisión (AES), deberá publicar también otro informe en el que se evalúe el impacto en la estabilidad financiera de la introducción de titulizaciones simples, transparentes y normalizadas (STS) en el balance (es decir, sintéticas).
Summary:This Report has been produced in the light of the responsibility of the European Systemic Risk Board (ESRB) for macroprudential oversight of the EU securitisation market and it is the ESRB’s first report of this kind. Article 31 of Regulation (EU) 2017/2402 (also known as the EU Securitisation Regulation or SECR) states that in order to highlight financial stability risks the ESRB should, in collaboration with the European Banking Authority (EBA), publish a report on the financial stability implications of the EU securitisation market at least every three years. The first edition of this report focuses on traditional (i.e. off-balance sheet) securitisations. By the end of 2022 the ESRB, in collaboration with all the European Supervisory Authorities (ESAs), should also publish another report assessing the impact on financial stability of the introduction of simple, transparent and standardised (STS) on-balance-sheet (i.e. synthetic) securitisations.
