Resumen:Un ejemplo de cómo los ciudadanos pueden contribuir a la transición energética con bajas emisiones de carbono es la inversión en eficiencia energética (EE). Sin embargo, todavía existen múltiples barreras que hacen que el nivel socialmente óptimo de adopción sea un objetivo complejo de alcanzar. En las últimas tres décadas, el debate sobre cómo fomentar la EE se ha guiado por el modelo físico-técnico-económico, muy centrado en los dispositivos y los costes, y en el que el comportamiento humano se ha considerado un factor trivial. Afortunadamente, la llegada de un nuevo marco causal para modelar el comportamiento de los ciudadanos (economía del comportamiento) ha empezado a permitir la integración del factor humano en muchos ámbitos políticos, incluida la EE.
Summary:One example of a way for citizens to contribute to the low-carbon energy transition is by investing in energy efficiency (EE). However, there are still multiple barriers that make the socially optimal level of adoption a complex target to achieve. Over the past three decades, the debate on how to encourage EE has been guided by the physical–technical–economic model, which has a strong focus on devices and costs, and in which human behaviour has been seen as a trivial factor. Fortunately, the advent of a new causal framework to model citizens’ behaviour (behavioural economics) has started to enable the integration of the human factor into many policy areas, including EE.
