Resumen:Con un número creciente de Estados miembros de todo tipo y condición, con puntos de vista a veces fundamentalmente diferentes sobre el desarrollo de la UE, resulta cada vez más difícil unir a todos los Estados miembros en torno a políticas que algunos de ellos consideran deseables o necesarias para impulsar el proceso de integración. La integración diferenciada puede ser una forma de salir del estancamiento, pero también tiene un precio. En cierto modo, la rocambolesca historia de la ratificación del Acuerdo sobre un Tribunal Unificado de Patentes resume la historia.
Summary:With a growing number of member states of all sorts and conditions, with sometimes fundamentally different views of the EU’s development, it has become increasingly difficult to unite all member states behind policies that some of them consider desirable or necessary to further the integration process. Differentiated integration may be a way out of the impasse, but also comes at a price. In a way, the rocky history of the ratification of the Agreement on a Unified Patent Court tells the story in a nutshell.
