Título: Inflation measurement and its assessment in the ECB’s monetary policy strategy review
Resumen:Este documento, que toma en consideración la experiencia general con el Índice Armonizado de Precios de Consumo (IAPC), así como las mejoras introducidas en esta medida de la inflación desde 2003, concluye que el IAPC sigue cumpliendo los requisitos previos para ser el índice subyacente en la definición de estabilidad de precios del BCE. No obstante, existe margen para mejorar el IAPC, especialmente mediante la inclusión de las viviendas ocupadas por sus propietarios (OOH) utilizando el enfoque de adquisiciones netas. Para aumentar la cobertura y la comparabilidad entre países del IPCA es de suma importancia colmar esta laguna existente desde hace tiempo. Además de la integración de la OOH en el IPCA, serían bienvenidas nuevas mejoras en la armonización, especialmente en lo que se refiere al tratamiento de la sustitución de productos y el ajuste por calidad. Estas medidas también podrían contribuir a reducir el sesgo de medición que aún existe en el IPCA.
Summary:This paper – which takes into consideration overall experience with the Harmonised Index of Consumer Prices (HICP) as well as the improvements made to this measure of inflation since 2003 – finds that the HICP continues to fulfil the prerequisites for the index underlying the ECB’s definition of price stability. Nonetheless, there is scope for enhancing the HICP, especially by including owner-occupied housing (OOH) using the net acquisitions approach. Filling this long-standing gap is of utmost importance to increase the coverage and cross-country comparability of the HICP. In addition to integrating OOH into the HICP, further improvements would be welcome in harmonisation, especially regarding the treatment of product replacement and quality adjustment. Such measures may also help reduce the measurement bias that still exists in the HICP.
