Resumen:En los últimos años, las sequías han tenido importantes repercusiones en casi todas las regiones de la UE, afectando a varios sistemas críticos como la agricultura, el abastecimiento de agua, la energía, el transporte fluvial y los ecosistemas. Se prevé que estos impactos aumenten aún más debido al cambio climático. Aunque algunos de los factores que impulsan el riesgo de sequía son bien conocidos para algunos sistemas y regiones, los riesgos y los impactos de la sequía siguen siendo difíciles de evaluar y cuantificar. El Atlas Europeo de Riesgo de Sequía es un paso considerable hacia la evaluación de la sequía basada en el impacto y puede apoyar el desarrollo y la implementación de políticas y acciones de gestión y adaptación a la sequía. Caracteriza cómo el peligro de sequía, la exposición y la vulnerabilidad interactúan y afectan a sistemas diferentes pero interconectados: agricultura, suministro público de agua, energía, transporte fluvial, agua dulce y ecosistemas terrestres. El atlas presenta un enfoque conceptual y cuantitativo del riesgo de sequía para estos sistemas. Los modelos conceptuales de riesgo de sequía (cadenas de impacto) son el resultado de una revisión de la literatura en Europa y de consultas con expertos para construir visualizaciones de los impulsores más relevantes y de cómo interactúan para determinar el riesgo y los impactos.
Summary:In recent years, droughts have had substantial impacts on nearly all regions of the EU, affecting several critical systems such as agriculture, water supply, energy, river transportation, and ecosystems. These impacts are projected to further increase due to climate change. While some of the drivers of drought risk are well known for some systems and regions, drought risks and impacts remain hard to assess an d quantify. The European Drought Risk Atlas is a considerable step towards impact-based drought assessment and can support the development and implementation of drought management and adaptation policies and actions. It characterises how drought hazard, exposure and vulnerability interact and affect different but interconnected systems: agriculture, public water supply, energy, river transportation, freshwater and terrestrial ecosystems. The atlas presents both a conceptual and quantitative approach to drought risk for these systems. The conceptual drought risk models (impact chains) are the result of a review of the literature in Europe and consultations with experts to construct visualisations of the most relevant drivers and how they interact to determine risk and impacts. The quantitative estimate of drought risk, based on machine learning techniques, maps drought risk at national and sub-national level in terms of annual average loss and probable maximum losses at specific return periods, both for current climate conditions, and for projections under different levels of global warming (+1.5 °C, +2 °C, +3 °C).
