Título: Counter-cyclical fiscal rules and the zero lower bound
Resumen:Analizamos la eficacia de las reglas óptimas de política monetaria y fiscal, simples y aplicables, para estabilizar la actividad económica, la inflación y la deuda pública ante un límite inferior ocasionalmente vinculante del tipo de interés nominal en un modelo neokeynesiano. Mostramos que, dentro de la asignación tradicional de política monetaria activa y política fiscal pasiva, la regla óptima de política fiscal presenta una fuerte respuesta anticíclica a la desviación de la inflación respecto al objetivo del banco central -proporcionando una importante estabilización macroeconómica especialmente en el límite inferior-, al tiempo que presenta una fuerte respuesta a la deuda pública. Nuestros resultados cuantitativos muestran que la respuesta fiscal anticíclica óptima a la inflación mejora significativamente el bienestar y reduce la frecuencia del límite inferior. Además, las reglas monetarias y fiscales simples óptimas resuelven casi por completo el sesgo deflacionario asociado al límite inferior.
Summary:We analyse the effectiveness of optimal simple and implementable monetary and fiscal policy rules in stabilising economic activity, inflation and government debt in face of an occasionally binding lower bound on the nominal interest rate in a New Keynesian model. We show that, within the traditional assignment of active monetary policy and passive fiscal policy, the optimal fiscal policy rule features a strong counter-cyclical response to the deviation of inflation from the central bank’s target - providing significant macroeconomic stabilisation especially at the lower bound - while also featuring a strong response to government debt. Our quantitative results show that the optimal counter-cyclical fiscal feedback to inflation significantly improves welfare and reduces the lower-bound frequency. In addition, the optimal simple monetary and fiscal rules almost completely resolve the deflationary bias associated with the lower bound.
