While a slowdown was already anticipated in the fall 2021 economic forecast after the EU economy closed the gap to its pre-pandemic output level in the third quarter of 2021, it was larger than expected as negative factors for growth intensified, notably the rise in COVID-19 infections, high energy prices, and continued supply shocks.<\/p>\n<p><a href=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/02\/Real-GDP-Second-Quarter.png\"><img decoding=\"async\" class=\" wp-image-95925 aligncenter\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/02\/Real-GDP-Second-Quarter.png\" alt=\"\" width=\"701\" height=\"307\" srcset=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/02\/Real-GDP-Second-Quarter.png 1587w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/02\/Real-GDP-Second-Quarter-300x131.png 300w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/02\/Real-GDP-Second-Quarter-1024x448.png 1024w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/02\/Real-GDP-Second-Quarter-768x336.png 768w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/02\/Real-GDP-Second-Quarter-1536x673.png 1536w\" sizes=\"(max-width: 701px) 100vw, 701px\" \/><\/a><\/p>\n<p>The pandemic continues to weigh on growth, with many EU countries suffering from the strains resulting from a combination of increased pressure on healthcare systems and staff shortages due to illness, preventive quarantines or care work. Logistical and supply bottlenecks, including shortages of semiconductors and some metal products, are also expected to continue to weigh on production, at least during the first half of the year. Finally, and just as importantly, energy prices are expected to remain high for longer than anticipated in the fall forecast, weighing longer on the economy and leading to higher inflationary pressures.<\/p>\n<p>Although the pandemic&#8217;s effect on economic activity has diminished over time, ongoing containment measures and prolonged staffing shortages could weigh on economic activity. They could also affect the functioning of critical supply chains for longer than anticipated.\u00a0In contrast, slower demand growth in the short term may help to address supply bottlenecks somewhat sooner than expected.<\/p>\n<p>Inflation may turn out to be higher than expected if cost pressures eventually pass through from industrial prices to consumer prices to a greater extent than expected, thus exacerbating the risk of spillover effects.<\/p>\n<p><a href=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/02\/Inflation-driven-by-energy-prices.png\"><img decoding=\"async\" class=\" wp-image-95928 aligncenter\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/02\/Inflation-driven-by-energy-prices.png\" alt=\"\" width=\"701\" height=\"308\" srcset=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/02\/Inflation-driven-by-energy-prices.png 1584w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/02\/Inflation-driven-by-energy-prices-300x132.png 300w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/02\/Inflation-driven-by-energy-prices-1024x450.png 1024w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/02\/Inflation-driven-by-energy-prices-768x337.png 768w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/02\/Inflation-driven-by-energy-prices-1536x675.png 1536w\" sizes=\"(max-width: 701px) 100vw, 701px\" \/><\/a><\/p>\n<p>Paolo <strong>Gentiloni<\/strong>, Commissioner for Economic Affairs, commented: <em>&#8220;Multiple negative factors have worsened the European economy this winter: the rapid spread of the omicron variant, a further rise in inflation driven by higher energy prices and persistent supply chain disruptions. These factors are expected to gradually fade and growth is expected to accelerate again accordingly as early as this spring. Price pressures are likely to remain strong through the summer, after which inflation is expected to ease as energy price increases moderate and supply bottlenecks ease. However, it should be noted that the Eastern European countries already had a notable increase last year due to their investment in R&amp;D, as noted in the eighth cohesion report. These same investments also contributed to a 3.5% reduction in the gap between the GDP per capita of the 10% of the least developed regions and the 10% of the most developed regions. The less developed regions of Eastern Europe have caught up with the rest of the EU, as noted below in the conclusions of the eighth report. On the other hand, many middle-income and less developed regions, especially in the south and southwest of the EU, have experienced economic stagnation or decline.<\/p>\n<p>According to forecasts published by the European Commission, the countries that will grow the most in Europe in 2022 are:<\/p>\n<ul>\n<li><strong>Malta:<\/strong> 6%<\/li>\n<li><strong>Spain:<\/strong> 5.6%<\/li>\n<li><strong>Poland:<\/strong> 5.5%<\/li>\n<li><strong>Portugal:<\/strong> 5.5%<\/li>\n<li><strong>Ireland:<\/strong> 5.5%<\/li>\n<\/ul>\n<p>On the other hand, the countries expected to have the highest growth by 2023 are:<\/p>\n<ul>\n<li><strong>Slovakia:<\/strong> 5.1%<\/li>\n<li><strong>Malta:<\/strong> 5.5%<\/li>\n<li><strong>Ireland:<\/strong> 4.5%<\/li>\n<li><strong>Romania:<\/strong> 4.5%<\/li>\n<li><strong>Spain:<\/strong> 4.4%<\/li>\n<\/ul>\n<table style=\"width: 99.9988%; border-collapse: collapse; border-style: double; border-color: #001f7d;\" cellpadding=\"0,5\">\n<tbody>\n<tr>\n<td style=\"width: 100%;\"><a href=\"https:\/\/www.cde.ual.es\/en-que-medida-estan-digitalizadas-las-empresas-de-la-ue\/\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" class=\"alignleft\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2022\/02\/Captura-10-211x300.png\" alt=\"\" width=\"140\" height=\"199\" \/><\/a><\/p>\n<h4 class=\"entry-title\"><a href=\"https:\/\/bit.ly\/3BlnpDx\" target=\"_blank\" rel=\"noopener\">The next generation of EU own resources<\/a><\/h4>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>The eighth cohesion report published by the Commission shows that cohesion policy has helped to reduce territorial and social disparities between EU regions. Its main conclusions are:<\/p>\n<ul>\n<li><strong>Cohesion policy has become a more important source of investment.<\/strong><\/li>\n<li>Since 2001, <strong>the less developed regions of Eastern Europe have caught up with the rest of the EU.<\/strong><\/li>\n<li><strong>Convergence between Member States has accelerated;<\/strong> however, internal regional disparities within the fast-growing Member States have increased.<\/li>\n<li><strong>Employment has increased,<\/strong> but regional disparities remain larger than before 2008.<\/li>\n<li><strong>The number of people at risk of poverty or social exclusion<\/strong> decreased by 17 million between 2012 and 2019.<\/li>\n<li><strong>The regional innovation gap has widened in Europe<\/strong>, due to underinvestment in R&amp;D and weaknesses in innovation ecosystems in less developed regions.<\/li>\n<li><strong>The<\/strong> <strong>EU population is aging<\/strong> and will start to decline in the coming years.<\/li>\n<\/ul>\n<h4>Source<\/h4>\n<p><a href=\"https:\/\/bit.ly\/3uSNNDk\" target=\"_blank\" rel=\"noopener\">European Commission &#8211; Winter 2022 economic forecasts<\/a><\/p>\n<p><a href=\"https:\/\/bit.ly\/3I4K7SZ\" target=\"_blank\" rel=\"noopener\">European Commission &#8211; New Cohesion Report<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The winter 2022 economic forecast indicates that, after a remarkable 5.3% expansion in 2021, the EU economy will grow by 4.0% in 2022 and 2.8% in 2023.
