MEPs were successful in increasing funding for programmes and policies that contribute to the post-pandemic recovery, in line with Parliament\u2019s priorities set out in its\u00a0<a href=\"https:\/\/www.europarl.europa.eu\/doceo\/document\/TA-9-2021-0106_EN.html\" target=\"_blank\" rel=\"noopener\">guidelines for 2022<\/a>.<\/strong><\/p>\n<h3 class=\"ep-wysiwig_paragraph\"><strong>Paving the way for a more resilient European Union<\/strong><\/h3>\n<p class=\"ep-wysiwig_paragraph\">Particularly noteworthy are the increases for:<\/p>\n<ul>\n<li>the\u00a0<a href=\"https:\/\/ec.europa.eu\/info\/funding-tenders\/find-funding\/eu-funding-programmes\/global-europe-neighbourhood-development-and-international-cooperation-instrument_en\" target=\"_blank\" rel=\"noopener\">Neighbourhood, Development and International Cooperation Instrument<\/a>\u00a0(NDICI &#8211; Global Europe) (+\u20ac190 million with a particular focus on fighting the pandemics, including through vaccinations);<\/li>\n<li>the\u00a0<a href=\"https:\/\/ec.europa.eu\/info\/research-and-innovation\/funding\/funding-opportunities\/funding-programmes-and-open-calls\/horizon-europe_en\" target=\"_blank\" rel=\"noopener\">Horizon Europe<\/a>research programme (+\u20ac100 million);<\/li>\n<li>the environment and climate action\u00a0<a href=\"https:\/\/cinea.ec.europa.eu\/life_en\" target=\"_blank\" rel=\"noopener\">LIFE programme<\/a>\u00a0(+\u20ac47.5 million);<\/li>\n<li><a href=\"https:\/\/ec.europa.eu\/programmes\/erasmus-plus\/node_en\" target=\"_blank\" rel=\"noopener\">Erasmus+<\/a>\u00a0(+\u20ac35 million);<\/li>\n<li><a href=\"https:\/\/ec.europa.eu\/health\/funding\/eu4health_en\" target=\"_blank\" rel=\"noopener\">EU4Health<\/a>\u00a0(+\u20ac51 million);<\/li>\n<li>the\u00a0<a href=\"https:\/\/ec.europa.eu\/info\/funding-tenders\/find-funding\/eu-funding-programmes\/single-market-programme\/overview_en\" target=\"_blank\" rel=\"noopener\">Single Market Programme<\/a>\u00a0(+\u20ac30 million);<\/li>\n<li><a href=\"https:\/\/ec.europa.eu\/culture\/creative-europe\" target=\"_blank\" rel=\"noopener\">Creative Europe<\/a>\u00a0(\u20ac5.5 million);<\/li>\n<li>and the\u00a0<a href=\"https:\/\/ec.europa.eu\/info\/funding-tenders\/find-funding\/eu-funding-programmes\/citizens-equality-rights-and-values-programme_en#:~:text=The%20objective%20of%20the%20Citizens,the%20Charter%20of%20Fundamental%20Rights.&amp;text=It%20aims%20to%20sustain%20and,on%20the%20rule%20of%20law.\" target=\"_blank\" rel=\"noopener\">Citizens\u2019 Rights and Values programme<\/a>\u00a0(+\u20ac5.5 million).<\/li>\n<\/ul>\n<p class=\"ep-wysiwig_paragraph\">Overall, it amounts to \u20ac169.5 billion in commitment appropriations and \u20ac170.6 billion in payment appropriations. A background briefing on the adoption of the European Union\u2019s 2022 Budget can be found\u00a0<a href=\"https:\/\/www.europarl.europa.eu\/thinktank\/en\/document.html?reference=EPRS_ATA(2021)698798\" target=\"_blank\" rel=\"noopener\">under this link<\/a>.<\/p>\n<h3 class=\"ep-wysiwig_paragraph\"><strong>Speeding up global vaccinations, supporting Syrian refugees<\/strong><\/h3>\n<p class=\"ep-wysiwig_paragraph\">The <a href=\"https:\/\/www.europarl.europa.eu\/news\/en\/press-room\/20211118IPR17603\/speed-up-global-vaccinations-support-syrian-refugees\" target=\"_blank\" rel=\"noopener\">draft amending budgets 5\/2021 and 6\/2021<\/a>\u00a0were part of the overall deal. They focus on giving help to Syrian refugees in Turkey and the region, and financing 200 million vaccination doses through the COVAX mechanism. They were adopted by 588 votes to 87 and 14 abstentions (DAB 5\/2021) and 623 votes to 27 and 38 abstentions (DAB 6\/2021). More information in the\u00a0<a href=\"https:\/\/www.europarl.europa.eu\/news\/en\/press-room\/20211118IPR17603\/speed-up-global-vaccinations-support-syrian-refugees\" target=\"_blank\" rel=\"noopener\">recent press release<\/a>\u00a0and the\u00a0<a href=\"https:\/\/www.europarl.europa.eu\/thinktank\/en\/document.html?reference=EPRS_ATA(2021)698798\" target=\"_blank\" rel=\"noopener\">background briefing<\/a>.<\/p>\n<p class=\"ep-wysiwig_paragraph\">Council formally approved the agreement on the 2022 EU budget reached with Parliament on 23 November. Parliament approved the budget on Wednesday by 550 votes to 77, with 62 abstentions. It was then signed into law by the President of the European Parliament, David Sassoli.<\/p>\n<h3 class=\"ep-wysiwig_paragraph\"><strong>Quotes<\/strong><\/h3>\n<p class=\"ep-wysiwig_paragraph\"><a href=\"https:\/\/www.europarl.europa.eu\/meps\/en\/125106\/JOHAN_VAN+OVERTVELDT\/home\" target=\"_blank\" rel=\"noopener\">Johan Van Overtveldt<\/a>\u00a0(ECR, BE), Chair of the Committee on Budgets: \u201cThe budget agreement reached for 2022 cannot be seen in isolation, but together with the reinforcement offered by NextGenerationEU. In addition to the 169.5 billion euro in commitments from the regular budget, there are another 143 billion euro in grants from the recovery plan. Member states are also able to take out loans. So next year\u2019s budget is all about striving for a strong economic recovery.\u201d.
