{"id":86567,"date":"2021-11-19T03:00:13","date_gmt":"2021-11-19T02:00:13","guid":{"rendered":"https:\/\/www.cde.ual.es\/?p=86567"},"modified":"2021-11-17T10:11:29","modified_gmt":"2021-11-17T09:11:29","slug":"a-strategic-compass-for-europe","status":"publish","type":"post","link":"https:\/\/www.cde.ual.es\/en\/a-strategic-compass-for-europe\/","title":{"rendered":"A strategic compass for Europe"},"content":{"rendered":"<p>On 15 November, EU foreign affairs and defence ministers sitting in a joint session exchanged views on the first draft of the EU Strategic Compass, which is due to provide clear political-strategic guidance on the EU approach to security and defence in the next 5 to 10 years, and<strong>\u00a0step up the EU&#8217;s role as global security provider<\/strong>.<\/p>\n<h3><a href=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2021\/11\/brujula.jpg\"><img decoding=\"async\" class=\"size-full wp-image-86568 aligncenter\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2021\/11\/brujula.jpg\" alt=\"\" width=\"1280\" height=\"853\" srcset=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2021\/11\/brujula.jpg 1280w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2021\/11\/brujula-300x200.jpg 300w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2021\/11\/brujula-1024x682.jpg 1024w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2021\/11\/brujula-768x512.jpg 768w\" sizes=\"(max-width: 1280px) 100vw, 1280px\" \/><\/a><\/h3>\n<p>Building on a comprehensive\u00a0<strong>threat analysis<\/strong>, the Strategic Compass sets out concrete measures and related timelines for action, covering a wide spectrum of instances ranging from the\u00a0<strong>Common Security and Defence Policy<\/strong>, to\u00a0<strong>cyber<\/strong>\u00a0and\u00a0<strong>hybrid threats<\/strong>,\u00a0<strong>disinformation<\/strong>,\u00a0<strong>capability development<\/strong>\u00a0and\u00a0<strong>partnerships<\/strong>.<\/p>\n<p>There was a broad support from on the document. Ministers expressed their willingness to work on it with a view to the\u00a0<strong>adoption<\/strong>\u00a0of the final Compass in\u00a0<strong>March 2022<\/strong>.<\/p>\n<p>The High Representative stressed that member states had supported the approach on defence capabilities, addressing hybrid challenges and engaging with partners. Ministers underlined that the EU approach had to be\u00a0<strong>complementary with and beneficial to NATO<\/strong>, avoiding duplication on both sides and ensuring coherence.<\/p>\n<h3>Current Affairs<\/h3>\n<p>On 16 November, EU defence ministers were briefed by the High Representative, Josep Borrell, about current affairs, thereby reviewing a number of recent developments.<\/p>\n<p>First the Council was updated about\u00a0<strong>operation<\/strong>\u00a0<strong>EUFOR Althea<\/strong>, following the recent mandate renewal by the UN Security Council. The Council has recently adopted a\u00a0<strong>measure under the European Peace Facility<\/strong>\u00a0through which the EU will deliver 68 medical and transport vehicles and 150 metal detectors to\u00a0<strong>help Bosnia and Herzegovina be<\/strong>\u00a0<strong>fully mine free by 2027<\/strong>.<\/p>\n<p>Ministers were also informed about the steps that will be taken to use the\u00a0<strong>Coordinated Maritime Presences<\/strong>\u00a0concept beyond the Gulf of Guinea. A new specific maritime area of interest could be established in the Indo-Pacific as early as next year.<\/p>\n<p>The Council then touched on progress made in the area of\u00a0<strong>Military Mobility<\/strong>, where there have been concrete steps on regulatory issues and infrastructures, and discussed\u00a0<strong>Belarus<\/strong>. On the latter the High Representative stressed that this was not a migration crisis and that the EU would respond with all tool at its disposal.<\/p>\n<h3>EU Training missions<\/h3>\n<p>The Council exchanged views on the four EU Training Missions in\u00a0<strong>Mali<\/strong>,\u00a0<strong>Somalia<\/strong>, the\u00a0<strong>Central African Republic<\/strong>, and\u00a0<strong>Mozambique<\/strong>, and possible ways to improve their effectiveness.<\/p>\n<h3>PESCO<\/h3>\n<p>The Council adopted a decision updating the list of projects to be undertaken under the EU permanent structured cooperation (PESCO). As a result, 14 new projects will be added to the list of the 46 existing ones that have been developed under PESCO since December 2017.<\/p>\n<h3>NATO<\/h3>\n<p>Over an\u00a0<strong>informal working lunch<\/strong>, ministers exchanged views with the\u00a0<strong>NATO Secretary General<\/strong>\u00a0Jens Stoltenberg on new areas for EU-NATO cooperation, such as resilience, climate and defence, and emerging and disruptive technologies.
