{"id":70183,"date":"2021-05-10T03:00:36","date_gmt":"2021-05-10T01:00:36","guid":{"rendered":"https:\/\/www.cde.ual.es\/?p=70183"},"modified":"2021-09-10T12:29:54","modified_gmt":"2021-09-10T10:29:54","slug":"updating-the-2020-industrial-strategy","status":"publish","type":"post","link":"https:\/\/www.cde.ual.es\/en\/updating-the-2020-industrial-strategy\/","title":{"rendered":"Updating the 2020 Industrial Strategy"},"content":{"rendered":"<p><strong>The Commission updates the <a href=\"https:\/\/ec.europa.eu\/info\/strategy\/priorities-2019-2024\/europe-fit-digital-age\/european-industrial-strategy_en\" target=\"_blank\" rel=\"noopener\">EU Industrial Strategy<\/a>\u00a0to ensure that its industrial ambition takes full account of the new circumstances following the COVID-19 crisis and helps to drive the transformation to a more sustainable, digital, resilient and globally competitive economy.<\/strong><\/p>\n<p><a href=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2021\/05\/microchip-scaled.jpg\"><img decoding=\"async\" class=\"aligncenter wp-image-70180\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2021\/05\/microchip-1024x682.jpg\" alt=\"\" width=\"923\" height=\"615\" srcset=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2021\/05\/microchip-1024x682.jpg 1024w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2021\/05\/microchip-300x200.jpg 300w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2021\/05\/microchip-768x511.jpg 768w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2021\/05\/microchip-1536x1022.jpg 1536w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2021\/05\/microchip-2048x1363.jpg 2048w\" sizes=\"(max-width: 923px) 100vw, 923px\" \/><\/a><\/p>\n<h3>Strengthening Single Market resilience<\/h3>\n<p>The Single Market has been severely tested by supply restrictions, border closures and fragmentation following the COVID-19 outbreak. The crisis highlighted the essential need to uphold the free movement of persons, goods, services and capital in the Single Market and the need to work together to strengthen its resilience to disruptions. To this purpose, the Commission will, among others:<\/p>\n<ul>\n<li>Propose a\u00a0<strong>Single Market Emergency Instrument\u00a0<\/strong>&#8211; a structural solution to ensure the free movement of persons, goods and services in case of future crises. It should guarantee more transparency and solidarity, and help address critical product shortages by speeding up product availability and reinforcing public procurement cooperation;<\/li>\n<li>Fully enforce<strong>\u00a0the Services Directive<\/strong>\u00a0to ensure that Member States comply with their existing obligations, including the notification obligation in order to identify and eliminate new potential barriers;<\/li>\n<li>Strengthen\u00a0<strong>market surveillance\u00a0<\/strong>of products by supporting national authorities to increase capacity and step up the digitalisation of product inspections and data collection;<\/li>\n<li>Mobilise significant investment to support\u00a0<strong>SMEs<\/strong>; design and implement Alternative Dispute Resolution schemes to address\u00a0<strong>payments delays<\/strong>\u00a0to SMEs and provide measures to address\u00a0<strong>solvency\u00a0<\/strong>risks affecting\u00a0<strong>SMEs<\/strong>.<\/li>\n<\/ul>\n<h3>Dealing with the EU&#8217;s strategic dependencies<\/h3>\n<p>Openness to trade and investment is a strength and source of growth and resilience for the EU, which is a major importer and exporter. Yet the pandemic also triggered wider awareness of the need to analyse and address strategic dependencies, both technological and industrial. The Commission therefore:<\/p>\n<ul>\n<li>Carried out a &#8216;bottom-up&#8217; analysis based on trade data: out of 5,200 products imported in the EU, an<strong>\u00a0initial analysis identifies 137 products\u00a0<\/strong>(representing 6% of the value of the EU&#8217;s total import value of goods) in sensitive ecosystems for which the EU is highly dependent \u2013 mainly in the energy intensive industries (such as raw materials) and health ecosystems (such as pharmaceutical ingredients) as well as concerning other products relevant to support the green and digital transformations.\u00a0<strong>34 products<\/strong>\u00a0(representing 0.6% of the EU&#8217;s total import value of goods) are potentially more vulnerable given their possibly low potential for further diversification and substitution with EU production. The analysis also shows challenges and dependencies in the\u00a0<strong>area of advanced technologies<\/strong>;<\/li>\n<li>Presents the results of\u00a0<strong>six<\/strong>\u00a0<strong>in-depth reviews<\/strong>\u00a0<strong>on raw materials, batteries, active pharmaceutical ingredients, hydrogen, semiconductors and cloud and edge technologies<\/strong>, providing further insights on the origin of strategic dependencies and their impact;<\/li>\n<li>Will launch a\u00a0<strong>second stage of reviews<\/strong>\u00a0of potential dependencies in key areas, including products, services or technologies key to the twin transitions, such as renewables, energy storage and cybersecurity, and develop a monitoring system through the Commission&#8217;s\u00a0<strong>Observatory<\/strong><strong>\u00a0of Critical Technologies<\/strong>;<\/li>\n<li>Works towards\u00a0<strong>diversifying international supply chains<\/strong>\u00a0and pursuing international partnerships to increase preparedness;<\/li>\n<li>Supports\u00a0<strong>new industrial alliances<\/strong>\u00a0in strategic areas where such alliances are the best tool to accelerate activities that would not develop otherwise. Industrial alliances will be supported where they attract private investors to discuss new business partnerships and models in an open, transparent and competition-compliant manner, and have a potential for innovation and high-value job creation. Alliances provide a platform that is broad and open in principle, and will pay particular attention to inclusiveness for start-ups and SMEs.<\/li>\n<li>The Commission is preparing the launch of the\u00a0<strong>Alliance on processors and semiconductor technologies<\/strong>\u00a0and the\u00a0<strong>Alliance for Industrial Data, Edge and Cloud;<\/strong>\u00a0and considering the preparation of an\u00a0<strong>Alliance on Space Launchers<\/strong>\u00a0as well as an on\u00a0<strong>Zero Emission Aviation<\/strong>;<\/li>\n<\/ul>\n<ul>\n<li>Supports Member States&#8217; efforts to pool public resources via\u00a0<strong>Important Projects of Common European Interest (IPCEIs)<\/strong>\u00a0in areas where the market alone cannot deliver breakthrough innovation, with possible support from the EU budget;<\/li>\n<li>Announces a strategy and possible legislative change for<strong>\u00a0more leadership in standard-setting,\u00a0<\/strong>including in the area of business services<strong>,<\/strong>\u00a0while working openly with others on areas of mutual interest.<\/li>\n<\/ul>\n<h3>Accelerating the twin transitions<\/h3>\n<p>The 2020 Industrial Strategy announced actions to support the green and digital transitions of EU industry, but the pandemic has drastically affected the speed and scale of this transformation. Therefore, the Commission outlines new measures to support the business case for the green and digital transitions, by:<\/p>\n<ul>\n<li>Co-creating\u00a0<strong>transition pathways<\/strong>\u00a0in partnership with industry, public authorities, social partners and other stakeholders, where needed, starting with tourism and energy intensive industries.
