urged <strong>Belarus <\/strong>to comprehensively <strong>reform<\/strong> its <strong>electoral system<\/strong> to bring it into line with international standards for <strong>democratic elections<\/strong>.<\/p>\n<p>Approving a resolution and recommendation based on a report by Lord Blencathra (United Kingdom, EC), the Assembly said that the current failed electoral system in Belarus \u201chad been a driving factor behind the current political, economic and human rights crisis affecting the country\u201d.<\/p>\n<p><a href=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2021\/04\/5f37907b43a81.jpeg\"><img decoding=\"async\" class=\"size-large wp-image-68784 aligncenter\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2021\/04\/5f37907b43a81-1024x662.jpeg\" alt=\"\" width=\"1024\" height=\"662\" 1024px) 100vw, 1024px\" \/><\/a><\/p>\n<p>The parliamentarians listed the priority areas requiring change in order to bring them into line with previous Assembly, OSCE\/ODIHR and Venice Commission recommendations, recalling that they and others had been \u201cpointing to the systemic problems\u201d with the electoral system for more than two decades.<\/p>\n<p>&nbsp;<\/p>\n<p>With regard to <strong>Armenia<\/strong>, electoral legislation amendments welcomed but further improvements needed.<\/p>\n<p>The Council of Europe\u2019s body of <strong>constitutional legal experts<\/strong>, the <strong>Venice Commission<\/strong>, and the <strong>OSCE\/ODIHR <\/strong>have published an <strong>urgent joint opinion on amendments to the Electoral Code and related legislation of Armenia<\/strong>.<\/p>\n<p>Having examined the conformity of the procedure of their development, as well as the conformity of the amendments with international standards, the opinion concludes that <strong>the package is to be broadly welcomed<\/strong>, as it addresses the majority of previous recommendations, <strong>but improving these amendments is still recommended<\/strong>.<\/p>\n<p><a href=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2021\/04\/Yerevan_2012_February.jpg\"><img decoding=\"async\" class=\"size-large wp-image-68786\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2021\/04\/Yerevan_2012_February-1024x679.jpg\" alt=\"\" width=\"1024\" height=\"679\" 1536w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2021\/04\/Yerevan_2012_February.jpg 1810w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/a><\/p>\n<p>The opinion was requested by the Speaker of the National Assembly of Armenia on 4 March 2021 and is based inter alia on a series of video conferences with representatives of state and non-state actors.<\/p>\n<p>On 1 April 2021, the National Assembly adopted a first set of amendments to the Electoral Code concerning the abolition of the territorial candidate lists with 82 votes in favour and no abstentions or votes against.
