Furthermore, certain applications of facial recognition should be banned altogether to avoid\u00a0<strong>discrimination<\/strong>.<\/p>\n<p><a href=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2021\/02\/reconnaissance-faciale.jpg\"><img decoding=\"async\" class=\"aligncenter  wp-image-61229\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2021\/02\/reconnaissance-faciale.jpg\" alt=\"\" width=\"733\" height=\"412\" srcset=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2021\/02\/reconnaissance-faciale.jpg 870w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2021\/02\/reconnaissance-faciale-300x169.jpg 300w, https:\/\/www.cde.ual.es\/wp-content\/uploads\/2021\/02\/reconnaissance-faciale-768x432.jpg 768w\" sizes=\"(max-width: 733px) 100vw, 733px\" \/><\/a><\/p>\n<p>In a new set of\u00a0<a href=\"https:\/\/rm.coe.int\/guidelines-on-facial-recognition\/1680a134f3\" target=\"_blank\" rel=\"noopener\">guidelines<\/a>\u00a0addressed to governments, legislators and businesses, the 47-state human rights organisation proposes that the use of facial recognition for the sole purpose of determining a person\u2019s skin colour, religious or other belief, sex, racial or ethnic origin, age, health or social status should be prohibited.<\/p>\n<p>This ban should also be applied to \u201caffect recognition\u201d technologies \u2013 which can identify emotions and be used to detect personality traits, inner feelings, mental health condition or workers\u00b4 level of engagement \u2013 since they pose important risks in fields such as employment, access to insurance and education.<\/p>\n<p>\u201cAt is best, facial recognition can be convenient, helping us to navigate obstacles in our everyday lives. At its worst, it threatens our essential human rights, including privacy, equal treatment and non-discrimination, empowering state authorities and others to monitor and control important aspects of our lives \u2013 often without our knowledge or consent,\u201d said Council of Europe\u00a0<a href=\"https:\/\/www.coe.int\/en\/web\/secretary-general\/home\" target=\"_blank\" rel=\"noopener\">Secretary General<\/a>\u00a0Marija Pej\u010dinovi\u0107 Buri\u0107.<\/p>\n<p>\u201cBut this can be stopped.
