These both call on countries to \u2018ensure an inclusive and equitable quality education and promote lifelong learning\u2019.<\/p>\n<p>The report investigates different forms of exclusion and how they are caused. It explores the barriers to education that are faced by vulnerable communities around the world and analyses policies and methods used to combat these barriers and support inclusion.<\/p>\n<p>The report also includes ten recommendations for policy-makers. These calls to action take into account the barriers and issues related to inclusion covered in the report, which could prevent the world from achieving the SDG\u00a04 targets by 2030. The recommendations are outlined in the\u00a0<a class=\"ext\" href=\"https:\/\/unesdoc.unesco.org\/ark:\/48223\/pf0000373721\" target=\"_blank\" rel=\"noopener noreferrer\" data-extlink=\"\">GEM report summary<\/a>.<\/p>\n<p>The Agency was involved in the creation of the report as part of the reference group, together with other experts and stakeholders from around the world. The report itself references several Agency findings, including from the\u00a0<a href=\"https:\/\/www.european-agency.org\/resources\/publications\/teacher-education-inclusion-profile-inclusive-teachers\">Profile of Inclusive Teachers<\/a>, the\u00a0<a href=\"https:\/\/www.european-agency.org\/projects\/iece\">Inclusive Early Childhood Education<\/a>\u00a0project, the\u00a0<a href=\"https:\/\/www.european-agency.org\/projects\/SISL\">Supporting Inclusive School Leadership<\/a>\u00a0project and\u00a0<a href=\"https:\/\/www.european-agency.org\/data\">European Agency Statistics on Inclusive Education<\/a>\u00a0data.<\/p>\n<p>The Agency is also working with UNESCO on a\u00a0<a href=\"https:\/\/www.european-agency.org\/news\/agency-role-2020-gem-report-inclusion-and-education-central-and-eastern-europe-caucasus-and\">regional edition of the GEM report<\/a>\u00a0for Central and Eastern Europe, Caucasus and Central Asia.
