declaration<\/strong>.<\/p>\n<p><a class=\"\" title=\"G20 Rome Leaders\u2019 Declaration\" href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2021\/10\/31\/g20-rome-leaders-declaration\/\">G20 Rome Leaders\u2019 Declaration<\/a><\/p>\n<p>At the summit, the G20 leaders agreed to:<\/p>\n<ul>\n<li>keep the goal of\u00a0<strong>limiting global warming to 1.5 degrees\u00a0<\/strong>compared to pre-industrial levels within reach<\/li>\n<li>accelerate their actions towards achieving global net zero greenhouse gas emissions or\u00a0<strong>carbon neutrality by or around mid-century<\/strong><\/li>\n<li>reaffirm developed countries&#8217;\u00a0<strong>climate finance<\/strong>\u00a0commitment to jointly mobilise $100 billion per year, and welcome new commitments by some G20 members<\/li>\n<li>implement the new rules for a more stable and\u00a0<strong>fairer international tax system<\/strong>, including a 15% global minimum corporate tax, by 2023<\/li>\n<li>advance efforts to ensure better and more timely\u00a0<strong>access to COVID-19 vaccines<\/strong>\u00a0in low- and middle-income countries<\/li>\n<li>establish a\u00a0<strong>G20 Joint Finance-Health Task Force<\/strong>\u00a0to ensure adequate financing of pandemic prevention, preparedness and response<\/li>\n<\/ul>\n<p><strong>COVID-19<\/strong><\/p>\n<p>To address persisting vaccination gaps, the G20 leaders committed to substantially\u00a0<strong>increasing the provision of and access to vaccines<\/strong>, therapeutics and diagnostics, with particular regard to the needs of low- and middle-income countries.<\/p>\n<p>This should enable progress towards the goal of\u00a0<strong>vaccinating at least 40% of the population in all countries by the end of 2021<\/strong>\u00a0and 70% by mid-2022, as recommended by the World Health Organization (WHO).<\/p>\n<p>Ensuring swift and equitable vaccine distribution worldwide will involve strengthening supply chains,\u00a0<strong>expanding and diversifying manufacturing capacity<\/strong>, promoting vaccine acceptance and confidence, and fighting disinformation.<\/p>\n<p>The G20 leaders also reaffirmed their commitment to the\u00a0<strong>Rome Declaration<\/strong>, adopted at the Global Health Summit in May, as a &#8220;compass for collective action&#8221;.<\/p>\n<ul class=\"council-link-list padding-bottom-20\">\n<li><a class=\"\" title=\"EU's international solidarity during the COVID-19 pandemic\" href=\"https:\/\/www.consilium.europa.eu\/en\/policies\/coronavirus\/global-solidarity\/\">EU&#8217;s international solidarity during the COVID-19 pandemic<\/a><\/li>\n<li><a class=\"link-external\" title=\"External link - Rome Declaration\" href=\"https:\/\/global-health-summit.europa.eu\/rome-declaration_en\">Rome Declaration<\/a><\/li>\n<\/ul>\n<p><strong>Pandemic prevention, preparedness and response (PPR)<\/strong><\/p>\n<p>With the aim of providing adequate, sustainable and better coordinated financing of pandemic PPR, the G20 leaders established a\u00a0<strong>G20 Joint Finance-Health Task Force<\/strong>.<\/p>\n<p>By early 2022, the task force will make arrangements for\u00a0<strong>establishing a financial facility<\/strong>, to be coordinated by the WHO, to enhance global financing for pandemic PPR.<\/p>\n<p>The creation of the task force was proposed by G20 health and finance ministers on the eve of the summit.<\/p>\n<p><a class=\"link-pdf\" title=\"PDF document - G20 Joint Finance and Health Ministers Communiqu\u00e9, 29 October 2021 (G20 website)\" href=\"https:\/\/www.g20.org\/wp-content\/uploads\/2021\/10\/G20-Joint-Finance-and-Health-Ministers-Communique-29-October-2021.pdf\" rel=\"nofollow\">G20 Joint Finance and Health Ministers Communiqu\u00e9, 29 October 2021 (G20 website)<\/a><\/p>\n<p class=\"h4 margin-y-10\">Infographic &#8211; We believe that such a treaty will be the best instrument to improve global pandemic preparedness and response.&#8221;<\/p>\n<p><cite title=\"Charles Michel, President of the European Council\">Charles Michel, President of the European Council<\/cite><\/p>\n<\/div>\n<\/blockquote>\n<ul class=\"council-link-list padding-bottom-20\">\n<li><a class=\"\" title=\"International health resilience: a defining challenge (press release, 26 October 2021)\" href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2021\/10\/26\/international-health-resilience-a-defining-challenge\/\">International health resilience: a defining challenge (press release, 26 October 2021)<\/a><\/li>\n<li><a class=\"\" title=\"An international treaty on pandemic prevention and preparedness (background information)\" href=\"https:\/\/www.consilium.europa.eu\/en\/policies\/coronavirus\/pandemic-treaty\/\">An international treaty on pandemic prevention and preparedness (background information)<\/a><\/li>\n<\/ul>\n<p><strong>Climate and energy<\/strong><\/p>\n<p>The G20 leaders pledged to work collectively to ensure a successful\u00a0<strong>UN climate conference (COP26)<\/strong>, which started in Glasgow, UK, immediately following the G20 summit.<\/p>\n<p>They reaffirmed their commitment to the full and effective implementation of the United Nations climate convention (UNFCCC) and the\u00a0<strong>Paris Agreement<\/strong>.<\/p>\n<p>The G20 leaders noted that keeping the goal of\u00a0<strong>limiting global warming to 1.5 degrees<\/strong>\u00a0compared to pre-industrial levels within reach will require meaningful and effective action and commitment by all countries, taking into account differing approaches.<\/p>\n<p>The G20 will accelerate their actions in the areas of mitigation, adaptation and finance, acknowledging the key relevance of achieving global net zero greenhouse gas emissions or<strong>\u00a0carbon neutrality by or around mid-century<\/strong>.<\/p>\n<p>The leaders also committed to\u00a0<strong>taking further action this decade<\/strong>\u00a0and to formulating, implementing, updating and, where necessary, enhancing their 2030 nationally determined contributions (NDCs).<\/p>\n<ul class=\"council-link-list padding-bottom-20\">\n<li><a class=\"\" title=\"Paris Agreement on climate change (background information)\" href=\"https:\/\/www.consilium.europa.eu\/en\/policies\/climate-change\/paris-agreement\/\">Paris Agreement on climate change (background information)<\/a><\/li>\n<li><a class=\"\" title=\"UN climate change conference (COP 26), World Leaders Summit, Glasgow, UK, 1 November 2021\" href=\"https:\/\/www.consilium.europa.eu\/en\/meetings\/international-summit\/2021\/11\/01\/\">UN climate change conference (COP 26), World Leaders Summit, Glasgow, UK, 1 November 2021<\/a><\/li>\n<li><a class=\"\" title=\"Climate change summit COP26: why it matters (background information)\" href=\"https:\/\/www.consilium.europa.eu\/en\/policies\/climate-change\/paris-agreement\/cop26\/\">Climate change summit COP26: why it matters (background information)<\/a><\/li>\n<\/ul>\n<p>The leaders recalled and reaffirmed the\u00a0<strong>climate finance<\/strong>\u00a0commitment made by developed countries to jointly mobilise $100 billion per year by 2020 and through 2025 to support developing countries in their efforts to reduce their greenhouse gas emissions and mitigate and adapt to the adverse impacts of climate change.<\/p>\n<p>They also welcomed the new commitments made by some G20 members to each increase and improve their overall international public climate finance contributions through to 2025; they look forward to new commitments from others too.<\/p>\n<ul class=\"council-link-list padding-bottom-20\">\n<li><a class=\"\" title=\"Council approves 2020 climate finance figure (press release, 29 October 2021)\" href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2021\/10\/29\/council-approves-2020-climate-finance-figure\/\">Council approves 2020 climate finance figure (press release, 29 October 2021)<\/a><\/li>\n<li><a class=\"\" title=\"Council conclusions on climate finance, 5 October 2021\" href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2021\/10\/05\/ecofin-council-conclusions-on-climate-finance\/\">Council conclusions on climate finance, 5 October 2021<\/a><\/li>\n<li><a class=\"link-pdf\" title=\"PDF document - Addendum to the Council conclusions on climate finance\" href=\"https:\/\/www.consilium.europa.eu\/media\/52719\/st12203-ad01-en21.pdf\">Addendum to the Council conclusions on climate finance<\/a><\/li>\n<\/ul>\n<p>The leaders reaffirmed their 2009 commitment to\u00a0<strong>phasing out and rationalising<\/strong>, in the medium term,\u00a0<strong>inefficient fossil fuel subsidies<\/strong>\u00a0that encourage wasteful consumption.<\/p>\n<p>They committed to\u00a0<strong>stopping international public finance for new unabated coal power generation abroad<\/strong>\u00a0by the end of 2021.<\/p>\n<p>The G20 leaders stressed their commitment to maintaining\u00a0<strong>energy security,<\/strong>\u00a0while addressing climate change, and to guaranteeing energy system transitions that keep energy affordable for the most vulnerable households and businesses.<\/p>\n<p>They also emphasised the importance of maintaining undisrupted flows of energy from various sources, suppliers and routes, and promoting\u00a0<strong>open, competitive and free international energy markets<\/strong>.<\/p>\n<p><strong>Biodiversity and environment<\/strong><\/p>\n<p>The G20 leaders committed to strengthening actions to\u00a0<strong>halt and reverse biodiversity loss by 2030<\/strong>.<\/p>\n<p>They will strive to ensure that at least\u00a0<strong>30 % of global land<\/strong>\u00a0and at least\u00a0<strong>30 % of the global ocean and seas<\/strong>\u00a0are conserved or protected by 2030, and will help members to make progress towards this objective in accordance with national circumstances.<\/p>\n<p>The leaders urged other countries to join forces with the G20 to reach the aspirational goal of\u00a0<strong>planting 1 trillion trees by 2030<\/strong>, with the involvement of the private sector and civil society.<\/p>\n<p><strong>Sustainable development<\/strong><\/p>\n<p>The G20 leaders expressed their deep concern about the impact of the COVID-19 crisis, especially in developing countries. They reaffirmed their commitment to a global response to\u00a0<strong>accelerate progress towards the Sustainable Development Goals<\/strong>\u00a0and to support a sustainable, inclusive and resilient recovery across the world.<\/p>\n<p>The leaders pledged to strengthen their actions to implement the G20 Action Plan on the 2030 Agenda and the G20 Support to COVID-19 Response and Recovery in developing countries. The G20 will be working on ways of increasing its impact by voluntarily channelling part of the allocated SDRs towards helping vulnerable countries.<\/p>\n<p>The G20 leaders called on the International Monetary Fund (IMF) to establish a new\u00a0<strong>Resilience and Sustainability Trust (RST)\u00a0<\/strong>to provide affordable long-term financing for low-income countries, including in the African continent, small island developing states and vulnerable middle-income countries.<\/p>\n<p>The leaders welcomed the progress achieved under the\u00a0<strong>G20 Debt Service Suspension Initiative (DSSI)<\/strong>, which is estimated to have enabled the deferral of at least $12.7 billion of total debt service between May 2020 and December 2021, benefitting 50 countries.<\/p>\n<h5>More information<\/h5>\n<p><a href=\"https:\/\/www.consilium.europa.eu\/en\/meetings\/international-summit\/2021\/10\/30-31\/#\">European Council<\/a><\/p>\n<hr \/>\n<h3>21-22 October 2021, Consejo Europeo<\/h3>\n<p><strong>Main results<\/strong><\/p>\n<p>On 21 October, EU leaders met in Brussels to discuss COVID-19, energy prices, trade and external relations. They also held a debate on the rule of law. Nevertheless, the situation in some member states remains very serious. Leaders called for efforts to overcome vaccine hesitancy to be stepped up, including by tackling disinformation, notably on social media.<\/p>\n<ul class=\"council-link-list padding-bottom-20\">\n<li><a class=\"\" title=\"COVID-19 coronavirus pandemic: the EU's response (background information)\" href=\"https:\/\/www.consilium.europa.eu\/en\/policies\/coronavirus\/\">COVID-19 coronavirus pandemic: the EU&#8217;s response (background information)<\/a><\/li>\n<li><a class=\"link-external\" title=\"External link - Stronger together: the incredible journey of COVID-19 vaccines (visual story)\" href=\"https:\/\/www.consilium.europa.eu\/en\/covid-vaccine-journey\/\">Stronger together: the incredible journey of COVID-19 vaccines (visual story)<\/a><\/li>\n<\/ul>\n<p><strong>Travel<\/strong><\/p>\n<p>The European Council called for further coordination to facilitate free movement within the EU and travel into it. It encouraged the Commission to accelerate its work\u00a0<strong>with third countries on the<\/strong>\u00a0<strong>mutual recognition of certificates<\/strong>.<\/p>\n<ul class=\"council-link-list padding-bottom-20\">\n<li><a class=\"\" title=\"COVID-19: travel within the EU (background information)\" href=\"https:\/\/www.consilium.europa.eu\/en\/policies\/coronavirus\/covid-19-travel-in-the-eu\/\">COVID-19: travel within the EU (background information)<\/a><\/li>\n<li><a class=\"\" title=\"COVID-19: travel into the EU (background information)\" href=\"https:\/\/www.consilium.europa.eu\/en\/policies\/coronavirus\/covid-19-travel-into-the-eu\/\">COVID-19: travel into the EU (background information)<\/a><\/li>\n<\/ul>\n<p><strong>Preparedness for future health emergencies<\/strong><\/p>\n<p>To ensure better prevention of, preparedness for and response to future health emergencies in the EU, the European Council called for the conclusion of the negotiations on the\u00a0<strong>Health Union legislative package<\/strong>\u00a0and for member states\u2019 involvement in the governance of the\u00a0<strong>Health Emergency Preparedness and Response Authority (HERA)<\/strong>.<\/p>\n<p><strong>International response<\/strong><\/p>\n<p>Leaders called for the rapid removal of obstacles hampering the\u00a0<strong>global rollout of vaccines<\/strong>, and invited the Commission to further engage directly with manufacturers in this respect. This will allow member states to speed up the delivery of vaccines to countries most in need. The EU will continue to support the production and uptake of vaccines in partner countries.<\/p>\n<p>Ahead of the G20 meeting and the special session of the World Health Assembly, the European Council underlined its support for a central role of the World Health Organization in future global health governance and for an international treaty on pandemics.<\/p>\n<p><a class=\"\" title=\"The EU\u2019s international solidarity during the COVID-19 pandemic (background information)\" href=\"https:\/\/www.consilium.europa.eu\/en\/policies\/coronavirus\/global-solidarity\/\">The EU\u2019s international solidarity during the COVID-19 pandemic (background information)<\/a><\/p>\n<p><strong>Energy prices<\/strong><\/p>\n<p>The European Council addressed the recent spike in energy prices and considered the impact of these price rises on citizens and businesses, especially those striving to recover from the COVID-19 pandemic. Subsequently, the Commission will assess whether certain trading behaviours require further regulatory action.<\/p>\n<p>EU leaders also invited the member states and the Commission to urgently make the best use of the toolbox to provide\u00a0<strong>short-term relief to the most vulnerable consumers and companies<\/strong>, taking into account the diversity and specificity of the situations of the member states.<\/p>\n<p>The Commission and the Council should also swiftly consider\u00a0<strong>medium and long-term measures<\/strong>, which would:<\/p>\n<ul>\n<li>contribute to energy at a price that is affordable for households and companies<\/li>\n<li>increase the resilience of the EU\u2019s energy system and the internal energy market<\/li>\n<li>provide security of supply and support the transition to climate neutrality, taking into account the diversity and specificity of the situations of the member states.<\/li>\n<\/ul>\n<p>Finally, EU leaders called on the European Investment Bank to examine how to speed up investment in the energy transition.<\/p>\n<p>The extraordinary meeting of the TTE Council (Energy) on 26 October 2021 will take this work forward immediately. The European Council reiterated its call for the Belarusian authorities to\u00a0<strong>release all political prisoners<\/strong>.<\/p>\n<p>Ahead of the\u00a0<strong>COP26 meeting in Glasgow<\/strong>, EU leaders called for an ambitious global response to climate change. It is essential to keep the 1.5\u00b0C global warming limit within reach. The European Council recalled the commitment by the EU and its member states to continue scaling up their climate financing, and called on other developed countries to urgently increase their contribution to the collective\u00a0<strong>climate finance goal of USD 100 billion per year through to 2025<\/strong>.<\/p>\n<p>EU leaders also took note of preparations for the meeting of\u00a0<strong>COP15 on biological diversity<\/strong>\u00a0in Kunming, China. They called for an ambitious post-2020 global biodiversity framework in order to halt and reverse biodiversity loss.<\/p>\n<p>The European Council welcomed the EU strategy on\u00a0<strong>combating antisemitism and fostering Jewish life<\/strong>, adopted by the Commission on 5 October 2021.<\/p>\n<p><strong>Migration<\/strong><\/p>\n<p>Following the European Council of 24 and 25 June 2021, the European Commission and the EU High Representative for Foreign Affairs and Security Policy presented\u00a0<strong>eight action plans for priority countries of origin and transit<\/strong>.<\/p>\n<p>To prevent loss of life and to reduce pressure on European borders in accordance with EU and international law, EU leaders called on the Commission and the High Representative to\u00a0<strong>make those plans operational<\/strong>, implement them without delay and underpin them with adequate financial support.<\/p>\n<p>EU leaders called on the Commission to:<\/p>\n<ul>\n<li>urgently present proposals and mobilise financing for actions on all migratory routes<\/li>\n<li>make the best possible use of at least 10% of the Neighbourhood, Development and International Cooperation Instrument (NDICI)<\/li>\n<\/ul>\n<p>The leaders also reiterated their expectation that the financing for Syrian refugees and host communities in Turkey, Jordan, Lebanon and other parts of the region, including Egypt, would be mobilised in a timely manner.<\/p>\n<p>The European Council made it clear that it will no accept any attempt by non-EU countries to instrumentalise migrants for political purposes. They stressed the need to strengthen the EU&#8217;s\u00a0<strong>digital sovereignty<\/strong>\u00a0in a self-determined and open manner and underlined the need for inclusive and sustainable digital policies, particularly in terms of\u00a0<strong>digital skills and education<\/strong>.<\/p>\n<h4>Digital agenda and key legislative files<\/h4>\n<p>The European Council called for a swift examination of the Commission&#8217;s proposal for the policy programme &#8220;Path to the Digital Decade&#8221; with a view to implementing the\u00a0<strong>2030 Digital Compass,<\/strong>\u00a0 thereby setting specific digital targets for this decade.<\/p>\n<p>The European Council also reviewed progress on a series of key legislative files, and encouraged the Council and the Parliament to reach an agreement on the\u00a0<strong>Roaming Regulation<\/strong>, the<strong>\u00a0Digital Services Act\u00a0<\/strong>and the\u00a0<strong>Digital Markets Act<\/strong>\u00a0as soon as possible. The summit will take place in Brussels on 15 December 2021.<\/p>\n<p><strong>Reform process<\/strong><\/p>\n<p>The leaders\u00a0<strong>recognised the substantial progress<\/strong>\u00a0made by Ukraine in its reform process, such as the historic opening of the agricultural land market.<\/p>\n<p>They highlighted the need to\u00a0<strong>step up these efforts<\/strong>, in particular with regard to judicial reforms, the fight against corruption and reform of the security sector.<\/p>\n<p>The EU reaffirmed its continued substantial support for Ukraine with a clear link to the effective implementation of reforms and policy measures. Through the EIP, the EU is now providing\u00a0<strong>unprecedented financial support<\/strong>\u00a0mobilising\u00a0<strong>some \u20ac30 billion<\/strong>\u00a0for the region over the next seven years.<\/p>\n<p>The EU will provide\u00a0<strong>\u20ac9 billion worth of grant funding<\/strong>\u00a0through 10 investment flagships. However, this will only be sustainable through a\u00a0<strong>joint effort by all sides<\/strong>.<\/p>\n<p>The EU support is therefore linked to tangible progress on the\u00a0<strong>rule of law<\/strong>, socio-economic\u00a0<strong>reforms<\/strong>\u00a0and adherence to\u00a0<strong>European values, rules and standards<\/strong>.<\/p>\n<p><strong>Connectivity, integration, green and digital transitions<\/strong><\/p>\n<p>The EIP will be complemented by a range of new initiatives to support the green and digital transitions, regional integration, and connectivity as well as social and economic recovery.<\/p>\n<p>The leaders welcomed the agreement on the action plan for the\u00a0<strong>Green Agenda<\/strong>, which will be a key driver for the transition to modern, carbon-neutral, climate-resilient and resource-efficient economies.<\/p>\n<p>The EU will continue to support inclusive\u00a0<strong>regional cooperation<\/strong>.<\/p>\n<p>The leaders agreed to step up efforts to enhance the\u00a0<strong>market integration<\/strong>\u00a0of the Western Balkans with the EU Single Market, including SEPA (Single Euro Payments Area).<\/p>\n<p>They welcomed the\u00a0<strong>roadmap for roaming<\/strong>, which will chart the course for lower roaming costs between the EU and the Western Balkans, building on the free roaming regime applicable in the region since 1 July.<\/p>\n<p>The leaders also welcomed the concept of EU-Western Balkans\u00a0<strong>Green Lanes<\/strong>\u00a0to reduce border waiting times, and the recently endorsed Transport Community Action Plans for smart transport and sustainable connectivity.<\/p>\n<p>They also launched an\u00a0<strong>Innovation Agenda for the Western Balkans<\/strong>\u00a0to promote excellence and opportunities in the areas of innovation, research, education, culture, youth and sport.<\/p>\n<p><strong>Political and security cooperation<\/strong><\/p>\n<p>EU leaders noted that standing together with the EU was a clear sign of the Western Balkans partners&#8217; strategic orientation. This should be reflected through the\u00a0<strong>full alignment with EU foreign policy positions<\/strong>.<\/p>\n<blockquote>\n<div class=\"quote_txt\">\n<p>&#8220;We re-assert our expectation that partners will further deepen cooperation in the area of Common Foreign and Security Policy (CFSP) and make tangible and sustainable progress towards full alignment with EU foreign policy positions and act accordingly, including with positions in international fora as an important part of their European path.&#8221; <em>Brdo declaration<\/em><\/p>\n<\/div>\n<\/blockquote>\n<p>With the EU and the Western Balkans facing numerous common security challenges, the leaders agreed to strengthen their cooperation on:<\/p>\n<ul>\n<li>contributing to EU\u00a0<strong>security missions and operations<\/strong><\/li>\n<li>addressing\u00a0<strong>disinformation<\/strong>\u00a0and other hybrid threats<\/li>\n<li>enhancing\u00a0<strong>cyber security<\/strong>\u00a0and cyber diplomacy<\/li>\n<li>fighting against\u00a0<strong>terrorism<\/strong>, radicalisation and organised crime<\/li>\n<li>combating\u00a0<strong>money laundering<\/strong>\u00a0and human and drug trafficking<\/li>\n<li>responding to developments in\u00a0<strong>Afghanistan<\/strong><\/li>\n<\/ul>\n<p>The EU also expressed its readiness to strengthen its support for Western Balkans partners in addressing\u00a0<strong>migratory challenges<\/strong>. The focus should be on the improvement of asylum systems, tackling migrant smuggling and illegal migration, returns processes, border management, information exchange, and reception capacity.<\/p>\n<p><strong>Regular summits<\/strong><\/p>\n<p>To reflect the importance of the close relationship between the EU and the Western Balkans, the leaders decided to\u00a0<strong>regularly hold EU-Western Balkans summits<\/strong>, with the next one planned for 2022.<\/p>\n<p><strong>Informal European Council<\/strong><\/p>\n<p>On 5 October, on the eve of the summit, President Michel invited EU leaders to discuss the\u00a0<strong>EU&#8217;s role in the world<\/strong>. They recalled that the EU is a staunch supporter of multilateralism and a defender of a rules-based international order. They point to the many adverse personal, social and economic effects of gender-based violence, and reiterate that the situation has been exacerbated by the pandemic. The report also recognises that sexual and reproductive rights such as abortion rights are crucial, and that not only women but also LGBTI people can be victims of gender-based violence, as this type of violence is based on gender inequalities and patriarchal stereotypes.\u201d<\/p>\n<p class=\"ep-wysiwig_paragraph\">Co-rapporteur\u00a0<a href=\"https:\/\/www.europarl.europa.eu\/meps\/en\/197832\/DIANA_RIBA+I+GINER\/home\" target=\"_blank\" rel=\"noopener\">Diana Riba i Giner<\/a>\u00a0(Greens\/EFA, ES) added: &#8220;The message from Parliament has been clear. We need more and better tools to combat gender-based violence. We therefore call for common legal definitions, standards and minimum criminal penalties throughout the EU.
