\"\"<\/a><\/p>\n

The 21st bilateral summit between the European Union and Ukraine took place in Kyiv yesterday afternoon, with Ukraine’s progress in its reform path, supported by the European Union, high on the agenda. <\/strong><\/em><\/p>\n

The summit is the first since the new President of Ukraine, Volodymyr Zelenskyy, took office on 20 May, and follows his visit to Brussels \u2013 his first trip as President – on 4-5 June. The European Union will be represented at the summit by the President of the European Commission, Jean-Claude\u00a0Juncker<\/strong>, and the President of the European Council, Donald Tusk.<\/p>\n

The EU High Representative for Foreign Affairs and Security Policy\/Vice-President of the European Commission, Federica\u00a0Mogherini<\/strong>, and the Commissioner for European Neighbourhood Policy and Enlargement Negotiations, Johannes\u00a0Hahn<\/strong>, also participated. Leaders\u00a0 discussed the next steps in the implementation of the Association Agreement, including its Deep and Comprehensive Free Trade Area.<\/p>\n

They also discussed the conflict in eastern Ukraine, the implementation of the Minsk agreement, the consequences of the illegal annexation of Crimea and Sevastopol by the Russian Federation, and regional and foreign policy issues.<\/p>\n

Funds<\/h3>\n

The European Union, together with the European Financial Institutions, has already mobilised \u20ac15 billion in support of Ukraine’s reform process since 2014. Further tangible support is expected to be announced at the summit, including in relation to decentralisation, fighting corruption, the energy sector, further empowering civil society, mine action and psychosocial support, and support to the local economy and communities in the Sea of Azov region.<\/p>\n

Macro-Financial Assistance to Ukraine<\/strong><\/h3>\n

At the Summit, both parties stressed the importance for Ukraine to maintain macro-economic stability and keeping the International Monetary Fund programme on track. Under the current \u2013 fourth \u2013 Macro-Financial Assistance programme, the European Commission disbursed \u20ac500 million to Ukraine in December 2018. With this disbursement, the total Macro-Financial Assistance extended to Ukraine by the EU since 2014 has reached \u20ac3.3 billion \u2013 the largest amount of such assistance directed at any non-EU country. The EU stands ready to disburse the second tranche (\u20ac500 million) of the current Macro-Financial Assistance programme once the country has implemented the agreed reform measures linked to this tranche.<\/p>\n

Sectorial cooperation<\/strong><\/h3>\n

The Summit welcomed the adoption of the updated\u00a0energy<\/strong>\u00a0annex of the Association Agreement. The annex lists parts of the\u00a0EU acquis<\/em>\u00a0which Ukraine commits to approximating with. This will in turn increase gradual market integration and enhance energy security.<\/p>\n

In light of Ukraine’s commitment under the\u00a0telecom<\/strong>\u00a0annex of the Association Agreement, the European Commission will be sending a team to assess Ukraine’s legislative and institutional capacity.<\/p>\n

The\u00a0Deep and Comprehensive Free Trade Area<\/strong>\u00a0has supported the increase of bilateral trade by 49% since the start of its application in January 2016. In addition to the measures foreseen in the Deep and Comprehensive Free Trade Area of the Association Agreement, the Autonomous Trade Measures for Ukraine in place since October 2017 for several Ukrainian industrial goods and agricultural products have helped to improve access for Ukrainian exporters to the EU market.<\/p>\n

In line with the increased participation of Ukraine in EU programmes, Ukraine is now one of the largest bene\ufb01ciaries of the\u00a0Erasmus+<\/strong>programme in the Eastern Partnership region.<\/p>\n

The Summit participants also touched upon on the need to counter disproportionate influence of vested domestic interests in the\u00a0media<\/strong>sector. The EU highlighted the important role that the Public Service Broadcasting plays in providing independent media content and underlined the importance of providing it with sufficient resources.<\/p>\n
