The European Commission has published a review of the EU chemicals legislative framework, which\u00a0addresses some 40 pieces of sectoral chemicals legislation, including specific rules on chemicals found in pesticides or cosmetics, or rules on the labelling, classification and packaging of chemicals.\u00a0<\/strong><\/em><\/p>\n

The report, which complements the 2018\u00a0review of the EU’s REACH Regulation<\/a>,\u00a0confirms that the rules in place provide a high level of protection against harmful chemicals for our citizens and the environment\u00a0and that they\u00a0contribute\u00a0to an efficient functioning of the Single Market.<\/p>\n

The EU has one of\u00a0the most comprehensive legal frameworks\u00a0in the world, which offers a global benchmark for\u00a0chemical risk management. The EU has already significantly reduced our citizens’ exposure to harmful chemicals by banning or restricting the use of certain substances and is continuously looking to limit the risk posed by harmful chemicals.\u00a0EU chemicals legislation has also been instrumental in ensuring free circulation of substances, mixtures and articles through harmonisation of standards and requirements.<\/p>\n

The report also\u00a0identifies certain areas for improvement in the implementation and\u00a0application of the rules, including the need for the simplification\u00a0and streamlining\u00a0of hazard and risk assessment processes,\u00a0providing\u00a0better consumer information,\u00a0and supporting\u00a0implementation of the legislation by the Member States. The results of the report will be further discussed\u00a0on 27-28 June 2019\u00a0during a\u00a0High Level Conference on \u201cEU Chemicals Policy 2030\u201d<\/a>. These discussions will provide valuable input towards a common long-term vision and objectives of EU chemicals policy, in line with\u00a0Sustainable Development Goals<\/a>\u00a0and the\u00a0New Strategic Agenda 2019-2024<\/a>\u00a0to build a climate-neutral, green, fair and social Europe. \u00a0<\/strong>Also, the Commission and the European Chemicals Agency (ECHA) are taking action to make sure that REACH registration dossiers are compliant with EU legal requirements. The new\u00a0Action Plan<\/a>\u00a0launched yesterday envisages a significant increase in the number of compliance checks carried out on registration dossiers.<\/p>\n

Background<\/strong><\/h3>\n

REACH is the most comprehensive and ambitious chemical legislation in the world. Over the past 12 years, the EU has significantly reduced citizens\u2019 exposure to harmful chemicals by requiring industry to provide data and risk management measures to demonstrate the safe use of chemicals in a registration dossier.<\/p>\n

According to the second\u00a0REACH review<\/a>\u00a0and other recent\u00a0reports<\/a>, a third of REACH registration dossiers do not fully comply with EU standard information requirements. To address this gap, the Commission requested ECHA to identify the main reasons of non-compliance and develop solutions.<\/p>\n
