They will support ongoing efforts to help the most vulnerable people in the Horn of Africa.<\/strong><\/p>\n<p><a href=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2018\/11\/agreement-black-business-943630-e1542357220839.jpg\"><img decoding=\"async\" class=\"size-medium wp-image-9929 aligncenter\" src=\"https:\/\/www.cde.ual.es\/wp-content\/uploads\/2018\/11\/agreement-black-business-943630-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" \/><\/a><\/p>\n<p>At national level, four new programmes have been approved in these countries and areas:<\/p>\n<ul>\n<li><strong>South Sudan:<\/strong> increased access to primary and secondary education for children in remote areas (\u20ac15 million) and access to health services, including nutrition services, especially for pregnant women and children under five (\u20ac15 million).<\/li>\n<li><strong>Sudan:<\/strong> better access to health for displaced populations and host communities in Darfur (\u20ac15 million).<\/li>\n<li><strong>Ethiopia:<\/strong> socio-economic development and peace-building for vulnerable and marginalised communities in the Tigray region (\u20ac6 million).<\/li>\n<\/ul>\n<p>Alongside these,<a href=\"https:\/\/www.unhcr.org\/comprehensive-refugee-response-framework-crrf.html\"> two newly approved programmes will support the UN&#8217;s Comprehensive Refugee Response Framework<\/a> in Ethiopia and the Great Lakes region:<\/p>\n<ul>\n<li><strong>Ethiopia \u2013 Gambella region:<\/strong> support for health service delivery for host communities, refugees and other displaced people (\u20ac8 million).<\/li>\n<li><strong>Great Lakes region:<\/strong> enhanced dialogue to find better solutions for displaced people and host communities in Rwanda, Uganda, Burundi, Tanzania and the Democratic Republic of the Congo (\u20ac9 million).<\/li>\n<\/ul>\n<p>Migration challenges in this region, which hosts the highest number of refugees in the world, will continue to be addressed through the second phase of the <strong>Better Migration Management Programme (\u20ac30 million).<\/strong><\/p>\n<p>In addition, new funds have been approved for two ongoing programmes in <strong>Kenya<\/strong>: an extra \u20ac1 million will go to a <a href=\"https:\/\/ec.europa.eu\/trustfundforafrica\/region\/horn-africa\/kenya\/conflict-prevention-peace-and-economic-opportunities-youth_en\">youth programme,<\/a> while additional half a million euros will support the <a href=\"https:\/\/ec.europa.eu\/trustfundforafrica\/region\/horn-africa\/kenya\/kenya-eu-partnership-implementation-kenya-cve-strategy_en\">country&#8217;s strategy to counter violent extremism.<\/a><\/p>\n<h2>Background<\/h2>\n<p>The <a href=\"https:\/\/ec.europa.eu\/europeaid\/sites\/devco\/files\/eu-emergency-trust-fund-africa-20171218_en.pdf\">EU Emergency Trust Fund for Africa<\/a> was established in 2015 to address the root causes of instability, irregular migration and forced displacement. EU institutions, EU Member States and other donors have so far allocated \u20ac4.2 billion to the Trust Fund.<\/p>\n<p>With these seven new programmes, the EU Emergency Trust Fund for Africa counts 200 approved programmes, worth nearly \u20ac4 billion, across the three regions (the North of Africa, the Sahel and Lake Chad region and the Horn of Africa).<\/p>\n<p>This funding is divided up as follows: North of Africa, \u20ac0.6 billion (21 programmes), Sahel\/Lake Chad, \u20ac1.9 billion (97 programmes), and Horn of Africa, \u20ac1.4 billion (77 programmes).
